Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are:Open Competitive:Either 1. a New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below;Or 2. a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below.Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.Professional Engineer 1 (Civil/Transportation) is a continuous recruitment examination for promotional candidates only. Duties Description The NYSDOT Office of Structures is looking for qualified candidates to join the Structures Policy and Innovaon Bureau in Albany, NY. As a member of the Structures Policy and Innovaon Bureau, you will be assigned to one of two units and play a crucial role developing standards, designing, analyzing, and overseeing bridge projects throughout New York State.The two units are the Standards and Policy Unit and the Major Projects Unit.Standards and Policy Unit• Conduct comprehensive research to stay updated on bridge performance in the field, industry trends, and best practices relating to NYSDOT’s bridge standards including the Bridge Manual, Bridge Detail Sheets, and Overhead Sign Structures Manual.• Evaluate performance of bridge details for durability, longevity, and ease of construction and recommend/develop new standard practices.• Regularly review and assess the content of the Bridge Manual, Bridge Detail Sheets, and Overhead Sign Structures Manual to ensure accuracy and relevance.• Collaborate and communicate effectively with multidisciplinary teams to integrate standard and innovative bridge details into bridge designs.• Prepare, develop, and update construction specifications for bridge and overhead sign structures.• Provide coordination in the preparation of all bridge related construction specifications, Engineering Instructions and Engineering Bulletins.• Provide engineering expertise to special assignments within the Office of StructuresMajor Projects Unit/Project Develop Unit• Collaborate and communicate effectively with multidisciplinary teams to integrate bridge designs into complete transportation infrastructure projects for NYSDOT’s major Design-Bid-Build and Design-Build projects.• Provide technical support for all structural aspects of major projects procurement, design, and construction.• Communicate the Department's technical Standards, Guidelines, and Best Practices to in-house and consultant designers statewide.• Ensure that Bridge Project Development and Detail Design documents properly incorporate Standards, Guidelines, and Best Practices and that resulting products are Constructable.• Provide guidance and quality assurance review of consultant bridge plans• Act as liaison between the Office of Structures and others within and outside of NYSDOT concerning project development of bridge projects.• Provide engineering expertise to special assignments within the Office of StructuresResponsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments * For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education.
