Department of Labor Special Assistant, Deputy Commissioner for Communications in Albany, New York

MINIMUM QUALIFICATIONS:Bachelor’s degree and ten years of relevant experience.PREFERRED QUALIFICATION: Ability to initiate and maintain relationships across a diverse set of stakeholders.STANDARD DUTIES: Under the direction of the Commissioner, Executive Deputy Commissioner or designee, the Deputy Commissioner for Communications is responsible for overall operations of the New York State Department of Labor’s Communications Office. The role will lead the Division with a high level of attention to detail and a proven ability to work effectively as part of a team. Must be resourceful, a problem-solver, and possess strong leadership skills. The incumbent must also have the ability to drive change while improving efficiencies and process. This position is a member of the Commissioner’s Executive Team. The duties would include, but are not limited to, the following:• Direct and oversee internal and external media outreach to develop aggressive programs that will enhance the image of the Department through media campaigns, intranet, internet, email and social media.• Establishes a working relationship with labor press representatives to facilitate media interest in departmental programs and initiatives.• Analyze emerging issues and trends and plan and conduct research and special studies to further agency objectives.• Manage the Department’s regulatory agenda and ensure it adheres to department policy goals.• Provides direction to management and team leaders on the handling of all major media requests.• Establish and maintain partnership with various stakeholders including external stakeholders (businesses, worker advocates, media outlets, other government state and federal agencies) and Executive Chamber to create and implement strategic media approaches.• Lead development of implementation and planning for policies and procedures, and coordinates activities of the office with other Divisions in the Department of Labor to ensure information is provided accurately and timely.• Advises the Commissioner on expectations in order to prepare for all interaction with the media, at events, news conferences and in one-on-one interviews. Consults with the Commissioner to determine parameters of messages to be relayed to the public.• Analyzes news events and occurrences, to anticipate and suggest initial delivery communications or develop response strategies.• Works with speech writers on Commissioner’s speeches: designs and maintains a speech writing development system to make research information readily accessible to those subordinates assigned the task of speech writing; edit speech drafts; act as liaison with other Departments and program speech writers in order to continue to update Commissioner speeches; monitors speechwriters’ progress and performance and offers suggestions and advice on ways to improve performance.• Functions as communications liaison to the Governor’s Office and other state agencies regarding interchange of necessary information on speech drafting on a timely basis. Ensures interagency cooperation and follow-up on joint initiatives and speech topics.• Oversees existing Department publications in order to provide improvements and updates.• Devises strategies to develop and continually improve cooperative relationships with constituency groups such as organized labor and business.• Oversees graphic art material for Department of Labor campaigns and publications.Additional CommentsIf you are a current NYS employee and have questions regarding salary, please contact the Business Services Center (BSC): 518-457-4272, BSCHR@ogs.ny.gov.Telecommuting is available and can be discussed during the interview.
