New York eHealth Collaborative Technical Document Specialist

New York eHealth Collaborative (NYeC) is a not-for-profit organization working in partnership with the New York State Department of Health to improve healthcare by collaboratively leading, connecting, and integrating health information exchange across the State.

Founded in 2006 by healthcare leaders, NYeC works to help New York State achieve the Triple Aim of improving the patient experience of care, delivering better health outcomes, and reducing costs.On behalf of the State, NYeC leads the Statewide Health Information Network for New York (SHIN-NY), a network connecting healthcare providers statewide, develops policies and standards that support the utilization of health technologies, and assists healthcare providers in adopting and effectively using electronic health records.

Position Summary:

NYeC is seeking a Technical Document Specialist with to work with engineering and technical staff to prepare technical and end user documentation. This role will function as a primary writerresponsible for deliverables of substantial scope and complexity for the department. The Technical Document Specialist should be able to manage a document control system and suggest editorial and format improvements to current documentation standards.

This position reports to the Chief Information Officer but would functionally work with all members of IT and across the organization as needed on projects. This role can be based out of the Albany or Manhattan office location.

Responsibilities include but are not limited to:

  • Perform research, technical writing, editing, revising and maintaining of technical documents related to application, infrastructure, software development, information security processes, operations and/or product services, with specific focus on support of the HITRUST certification process;

  • Develop and maintain technical documentation on IT operational workflows and procedures to support HITRUST certification;

  • Interact with business and technical teams to understand business and technical processes and properly document these processes;

  • Prepare, edit, and deliver all documentation in accordance with established editorial styles and document templates; update standards and templates as necessary;

  • Identify required information for all IT documents and materials and clarify details via critical thinking questions and research;

  • Write implementation guides and assist in the technical description of related application, infrastructure, software development, operations and/or product services;

  • Publish documentation accessible through a web interface;

  • Maintain organization wide documentation management and control standards and work with staff on implementation of document control.

  • Work with the engineering teams to perform technical writing that is required for RFPs/RFQs, SOPs, compliance and contractual obligations, and general system documentation.

  • Be responsible for managing a schedule of deliverables and working with both internal and external stakeholders to product and/or automate deliverable content.

  • Perform other related duties as assigned.

    Experience and Skills:

  • Bachelor’s degree or a Computer Science or Information Technology degree; or related work experience paired with another Bachelor’s degree.

  • At least 3 5 years of experience in a technical writing position;

  • 3+ years of technical writing experience within the HITRUST, MARS-E or similar compliance frameworks;

  • Excellent English technical writing skills and ability to peer review technical documents for grammar, content and style of writing; exceptional grammar, writing, and copy-editing skills.

  • Familiarity and experience using common writing tools to produce professionally formatted documentation, including MS Word, PowerPoint and Visio.

  • Experience with MS SharePoint and Atlassian Confluence; ability to maintain both systems for for document management.

  • Demonstrated ability to develop a wide range of materials, including detailed functional requirements, technical manuals, policies and procedures, workflow diagrams, test plans, and reference guides.

  • Self-starter with ability to work under tight timeframes.

  • Strong organizational skills; able to manage multiple assignments simultaneously according to project needs/timelines.

  • Ability to translate complex technical discussions and needs into useable technical documentation.

  • Capability to interact with multiple stakeholders and collaborate with all staff levels.

  • Experience with document configuration management and control.

  • Experience in writing supporting documentation for one or more of application, infrastructure, software development, operations and/or product services.

  • Previous experience working with service-oriented architecture.

    Expectations of Employees:

  • Barring specific exemptions, team members are expected to work from the office on a regular schedule determined by the COO and on other days specified by their manager (no less than 1 day per week in the office). This schedule is subject to change.

  • NYeC supports work happening across New York State. From time to time our team members must visit other parts of the state. The most common requirement is for a New York City based team member to travel to Albany and vice versa.

    We consider a wide range of factors when determining compensation, which may cause compensation to vary depending on your skills, experience, qualifications, and home office location (Manhattan, NY vs. Albany, NY). The annual base salary range for this role for an Albany, NY based candidate is $65,000 to $80,000. The annual base salary range for this role for a Manhattan, NY based candidate is $80,000 to $95,000. The salary offer will not be based on a candidate’s salary history at other jobs, and by law, NYeC will not seek information about salary history, and candidates should not share such information with NYeC.
