Job Purpose:

Reviews any agreements on which government funding is accepted or used such that federal, state, or local government rules and regulations apply, including solicitations for such contracts, subcontracts, and projects, and advises on obligations required of Business in order to remain authorized to conduct business with government entities or commercial entities utilizing government funding.

The role requires you to perform regular inspections and appraisals to ensure effective contract compliance processes, identify potential gaps in compliance procedures, and apply appropriate measures to correct instances of non-compliance.

Education / Training:

Associate’s degree in Paralegal Studies with 3+ years of government contracts experience OR Bachelor’s degree in Contract Management, Business Management, or a related field.

Job Title:

Government Contract & Trade Compliance Specialist

Key Job Elements:

• Reviewing agreements and advising the business on needed due diligence or other obligations to ensure compliance with the agreement requirements;

• Analyzing compliance programs, reports, and contracts to ensure internal compliance across various departments;

• Assist in training sessions with management teams and employees to explain compliance policies within the Government Contracts Program and the relevant risks associated with the Rail and Transportation industry;

• Reviews and initials certifications, affidavits and written statements made to offer proof of compliance with laws and regulations. Ensures Company does not falsely certify compliance either through misunderstanding or clerical errors;

• Execute on trade compliance import entry audit requirements, including reviewing government and custom’s broker data for errors and reporting to management;

• Preparing import and export documentation as needed to support operations;

• Solicit vendors for country of origin information through defined processes and procedures;

• Support other duties or projects as assigned by Compliance leadership;

• Support import valuation analysis and reporting.

Qualifications and Experience:

• Excellent research skills necessary to stay up to date with federal and state laws and regulations related to the Rail and Transportation industry;

• Strong analytical skills for reviewing contracts and finding gaps in compliance;

• Skilled in reading, reading comprehension, writing, research and synthesizing large amounts of information;

• Excellent judgement and problem-solving abilities, analytical skills, and attention to detail;

• Working knowledge of MS Office, especially Excel;

• Ability to work cross functionally within a team environment;

• Ability to effectively prioritize multiple tasks and deadlines with flexibility.

Preferred Skills:

• Minimum of 2 years Contract Administration experience;

• Working knowledge of DOT and other government agency laws and regulations, specifically within the USC, CFR, FAR, and DFARS;

• Experience utilizing Salesforce and DocuSign;

• Experience with OneSource Trade Management System;

• Working knowledge of trade compliance operations;

• Ability to review, interpret and explain legal contract requirements;

• Process development, improvement, and/or audit experience;

• General knowledge of Buy America and DBE regulations and requirements.
