Cadmus Administrative Policy Development Lead Analyst in Arlington, Virginia

Overview

What You’ll Be Doing

The Cadmus Group seeks a motivated professional with expertise in establishing and updating internal policies and procedures related to organizational administrative functions; analyzing and improving business process flows; tracking and monitoring diverse projects under a single programmatic umbrella; and developing repositories to manage organizational knowledge and standard operating procedures. The ideal team member will have an interest in improving organizational design, analyzing organizational policy, and applying quantitative and qualitative techniques to further equity and workforce development goals for the federal government.

The Administrative Policy Development Lead Analyst will support our work with the National Oceanic and Atmospheric Administration (NOAA)National Ocean Service (https://oceanservice.noaa.gov/) (NOS) in overseeing NOAA’sInflation Reduction Act (https://www.noaa.gov/inflation-reduction-act) (IRA)-funded project performance and milestones and achieving its human capital and equity goals. NOS seeks to provide data, tools, and services that protect American ecosystems and enhance climate and economic resilience; through the IRA, NOS is implementing dozens of projects to build climate-ready coasts and communities across the United States, covering topics from adaptation and resilience planning to improving the delivery of climate services. The Administrative Policy Development Lead Analyst will work with other contractors and federal staff to develop and implement policies and procedures; apply analytical methods to evaluate program success and organizational design; and improve how NOS oversees its diverse portfolio.

Candidates will primarily work in a hybrid stance from Cadmus’ Arlington, VA office; however, they should expect to travel to NOAA’s headquarters in Silver Spring, MD monthly. Additional domestic travel may be required for this position.

Responsibilities

  • Develop and updatepolicies and procedures relating to federal government administrative functions.

  • Create a common repository with an established process for maintaining and sustaining the completed products. This may include Standard Operating Procedures, fact sheets, checklists, and other documented products.

  • analytical methods and techniques to perform management studies and detailed analyses.

  • Assess the efficacy of the business processes of NOS and propose improvements.

  • Write and communicate clear guidelines, including on financial and administrative topics.

  • Provide subject matter expertise inprinciples, practices, and procedures in administration and management to drive organizational change and growth.

  • Apply quantitative and qualitative techniques to evaluate program success.

  • Some domestic travel may be required.

Qualifications

Desired Qualifications:

  • Bachelor’s degree from an accredited university and at least six years’ experience in a relevant field (e.g., business process analysis, organizational change management and/or design, operations, public administration, public policy). A master’s degree in a relevant field may be substituted for two years’ experience.

  • Excellent analytic, communication (oral and written), research, and presentation skills.

  • Strong attention to detail and the ability to self-edit and quality-check all work, along with the work of others as applicable.

  • Ability to apply analytical and evaluative methods used to gather, analyze, and evaluate information about organizational design and management processes.

  • Comprehensive and detailed knowledge and understanding of a recognized organizational administrative or management function, including policies, precedents, and procedures.

  • Ability to work in a team environment and provide guidance to more junior staff.

  • Ability to apply this knowledge to achieve administrative or program objectives.

  • Ability to identify problems, propose solutions, and defend recommendations.

  • Ability to manage tasks and deadlines across multiple projects.

  • Proficiency in relevant software programs including Microsoft Office Suite and Google Suite.

  • Some domestic travel may be required and candidate will be required to to to Client Site for meetings.

  • Able to pass a U.S. federal government background check and public trust clearance process.

Desired Qualifications:

  • Experience working with the federal government in general or the Department of Commerce / NOAA in particular.

  • Interest and/or experience in program monitoring on scientific topics, particularly climate adaptation, coastal resilience, environmental justice, and/or oceanography.

The minimum starting salary for this position is $70,000. The actual salary may be higher and will be determined by several factors, including relevant work experience, education, skills, and market competitiveness.
