Development InfoStructure Project Manager in Arlington, Virginia

Development InfoStructure LLC., (DEVIS) provides exceptional DevSecOps integration in our agile software development and embedded software solutions, combined with comprehensive IT management and consulting services to our federal, state, and local governments. The outcomes of our research and development, products and universe of services will support the international development community, multiple civilian agencies and the nation’s defense and intelligence communities. Our focused research, services and products include complex DevSecOps solutions to support refugee processing across multiple federal agencies, research and development for Signal Intelligence (SIGINT), Command, Control, Communications, Computers and Intelligence (C4I), Data Analytics, and Intelligence, Surveillance and Reconnaissance (ISR) development and sensor capabilities supporting both the aerospace/defense and intelligence communities, as well as complex HHS comprehensive care coding requirements, and integrated management systems for our countries civilian agencies (FAA, FDIC, HOR, etc.).

Overview

The Project Manager will be responsible for overseeing the administrative closeout of Acquisition and Assistance (A&A) awards. The role involves ensuring timely and efficient closeout processes, managing a team, and coordinating with USG and other stakeholders to meet contract requirements and improve closeout procedures. This position is contingent upon contract award.

Key Responsibilities:

  • Project Management:  Provide oversight for the closeout process of all A&A awards, ensuring timely resolution of requests and issues. Maintain regular communication with the Contracting Officer's Representative (COR) and key stakeholders.

  • Transition Management:  Plan and execute contractor transition activities to ensure seamless handover of files and operations. Develop and implement detailed Transition In and Transition Out Plans to ensure continuity.

  • Closeout Process Execution:  Manage the closeout of expired awards, ensuring compliance with FAR 4.804-1 and 2 CFR 200.344. Coordinate with USG Office of Financial Management and M/OAA personnel and prepare necessary documentation for the Contracting Officer's signature.

  • Digitization and Records Management:  Oversee retention, digitization, and destruction of paper award files according to federal regulations. Ensure compliance with NARA records disposition requirements.

  • Reporting and Monitoring:  Develop and maintain a reporting system to track closeout progress. Provide monthly, yearly, and ad-hoc reports on closeout activities and status.

  • Process Improvement:  Identify and recommend improvements in closeout policies and procedures to reduce the time required for closeout activities. Address and resolve issues that delay the closeout process.

    Required Qualifications:

  • Bachelor’s degree in international development, Business Administration, Public Administration, or a related field.

  • 5 years of experience in administrative closeout procedures, preferably in the government contracting space.

  • Must hold or be able to obtain a Secret Clearance.

  • Knowledge of compliance with NARA.

  • Knowledge of compliance with FAR 4.804-1, 2 CFR 200.344, and ADS 302.3.8.16.

  • Strong leadership and team management skills.

  • Excellent verbal and written communication skills.

  • Strong organizational and project management skills.

  • Financial management and budgeting expertise.

  • Ability to work under pressure and manage multiple tasks simultaneously.

  • A proactive approach to problem-solving with strong decision-making skills.

  • Proficient in Microsoft Office and Google Suite.

    Preferred Qualifications:

  • Master’s degree in international development, Business Administration, Public Administration, or a related field.

  • Experience with USAID administrative closeout procedures.

  • Experience managing large government technical projects.

  • PMP Certified.

  • Experience with ASIST and Phoenix Viewer.

    Location: Potential for remote work with approval of client

    Salary Range:  $130-175K annual dependent on qualifications and years of experience
