Description
SAIC is seeking a Small Business Innovation Research and Technology Transfer (SBIR/STTR) SME to support multiple customers within the Department of Navy (DON), including the office of the Deputy Undersecretary of the Navy for Intelligence and Security (DUSN I&S) and Naval Criminal Investigative Service (NCIS). The SBIR/STTR SME will provide direct oversight of the DON team charged with implementing and refining the Navy’s SBIR / Small STTR Due Diligence program.
This position is Hybrid Remote with work located in Arlington, VA.
Job Responsibilities:
Collaborate with key stakeholders, including DUSN(I&S), NCIS, and the DON SBIR/STTR Program Management Office (PMO) to lead the development of the Navy’s SBIR/STTR Due Diligence process, in alignment with the due diligence policy memo signed by the Deputy Secretary of Defense in May 2024.
Oversee the DUSN(I&S)’s due diligence reviews and NCIS’s CI reviews for SBIR/STTR Phase I, II, and III proposals, as appropriate.
Provide management oversight of a team of functional analysists conducting due diligence reviews.
Responsible for leading a team in the research and analysis of companies to identify patterns, concerns, or threats aiding in efforts to identify foreign intelligence entities and other adversarial threats to DON and DOD programs.
Maintain a high-level of product quality control before sharing results with DUSN(I&S) government for validation to ensure data is accurate and up to date.
Ensure due diligence reviews are completed in a timely fashion, typically 30-45 calendar days depending on the Phase.
Conduct counterintelligence assessments on potential SBIR/STTR vendors and proposals to identify potential foreign ownership, control, or influence, cybersecurity, and regulatory risks.
Collaborate with internal and external stakeholders, such as program managers, analysts, and other relevant parties to ensure that counterintelligence assessments are conducted in a timely and effective manner.
Develop and facilitate periodic Risk Mitigation Review Boards with key stakeholders as required.
Routinely produce an analytic product summarizing trends and threats from foreign entities to support SBIR/STTR elements.
Provide analytical support to agents, other analytical divisions, and NCIS leadership in support of related investigative and national security efforts. Identify trends and actions of intellectual property theft and technology transfer investigated by NCIS and provide informational briefings outlining findings to facilitate the DON efforts to prevent such theft/loss.
Assist in presenting high-level findings to key stakeholders, including DUSN(I&S) government, and at due diligence workshops, as requested.
Manage multiple team leads executing the due diligence review process.
Collaborate with internal and external stakeholders, including the wider DoD SBIR/STTR due diligence community.
Maintain up-to-date knowledge of relevant laws, regulations, and industry best practices related to counterintelligence, FOCI, cybersecurity, and regulatory risk.
Conduct quality assurance and quality control of all completed due diligence reviews, briefings, status reports, and any other products produced by the SBIR/STTR team.
Lead and implement process improvement initiatives to improve due diligence procedures.
Collaborate with other components within the DoD on how they are conducting due diligence reviews.
Develop and refine standard operating procedures (SOP), briefings, and policies as needed.
Provide administrative oversight of due diligence team members.
Qualifications
Required Education and Experience:
- Bachelor’s degree and ten (10) years or more experience; Masters and eight (8) or more experience; PhD or JD and six (6) years or more experience.
Required Clearance:
Top Secret clearance required to start; Ability to obtain TS/SCI required to maintain employment.
US citizenship required.
Required Qualifications:
Management experience and experience supporting DoD and/or IC.
Experience with SBIR/STTR due diligence and/or supply chain risk management.
Experience leveraging publicly and commercially available information, including large databases.
Knowledge of foreign ownership, control, or influence (FOCI) and experience working to mitigate FOCI risks.
Excellent written and communication skills.
Desired Qualifications:
Experience overseeing sprints (large deliverables with a fast turnaround time).
Experience in implementing knowledge management procedures to improve organizational processes.
Experience supervising teams of technical experts in accomplishing common tasks.
Experience working with and briefing senior leaders.
