DESCRIPTION/RESPONSIBILITIES: Flexible Work Arrangement - Hybrid

The Scenario Analysis and Special Studies Department coordinate the Long Term Regional Transmission Planning process including assessing long term transmission system adequacy and reliability, and evaluating and recommending bulk transmission system expansion or enhancement options needed to address the changing resource mix. The (Sr.) Engineer will be working closely and collaboratively with a group of highly skilled engineers that perform transmission expansion analysis supporting the development of the Long Term Regional Transmission Expansion Plan. This position focuses on supporting key initiatives that require the need for special studies. Key initiatives include, but are not limited to, the development of Long Term Regional Transmission Planning scenario's and processes, tools and analysis to support necessary reforms to the Regional Transmission Expansion Plan (RTEP) resulting from the FERC NOPR: Building for the Future through Electric Regional Transmission Planning and Cost Allocation and Generator Interconnection. This department will primary perform analysis that: * Proactive development and analysis of benchmark planning cases based on changing resource mix and electrification mirroring State Renewable Portfolio Laws and goals. * Development and analysis of benchmark planning cases based on information such as extreme heat and cold weather events. * System Planning Grid of the Future (GOTF) scenario and trend analysis. The role also requires the ability to coordinate, communicate and collaborate with various stakeholders including state commissioners and staff, FERC staff and other regulatory agencies to develop a set of future scenario studies and summarize the impacts to the transmission grid. Additional responsibilities include generator deactivation studies, Necessary Study Agreement support and associated analysis, NERC TPL-007 GMD studies, annual baseline stability studies, Critical Infrastructure Stakeholder Oversight (CISO) Mitigation responsibilities (future) and coordination of all divisional efforts to integrate Grid Enhancing Technologies. Departmental employees have an in-depth working knowledge of the PJM/NERC/RFC/SERC agreements, planning criteria, and operating instructions as they affect planning, operation, and analysis of the PJM system.

Essential Functions: * Perform power system thermal and voltage analysis required in the development of the baseline Long Term Regional Transmission Plan Scenarios. * Perform power system stability analysis required in the development of the baseline Regional Transmission Expansion Plan. * In coordination with Transmission Planning, identify modifications to short-term transmission planning solutions that may address Long Term Regional Transmission Planning needs. * Responsibility to initiate preparation of technical studies with sufficient lead time to complete Long Term Regional Transmission Planning scenario analysis on schedule. * Develop, perform, and document reliability assessments. * Identify and evaluate regional transmission solution alternatives. * Identify and assist with the development of new and innovative methods and tools in the planning process. * Prepare reports and presentations to support activities of the System Planning Division. * Develop recommendations to PJM management on the implementation of new bulk power facilities, programs, procedures, and policies. * Work with transmission owner staff and other stakeholders staff in the development and refinement of the Long Term Regional Transmission Plan scenario analysis and process. * Work with other members of the System Planning Division to solve complex engineering problems. * Represent PJM on industry committees, task forces, or stakeholder groups involving issues relate to planning and engineering. * Demonstrate strong communication, collaboration, and oordination skills.

Characteristics and Qualifications: Required: * BS degree in Engineering, Electrical Engineering or equivelent work experience * Ability to produce high-quality work products with attention to detail * Experience in quantitative and qualitative analysis * Ability to use mathematical and electrical theory * Ability to troubleshoot and provide technical support

Preferred * MS degree in Engineering * Experience with PJM operations, markets, and planning functions * Experience using PSS/e (power system analysis program)
