Job/Position DescriptionManager IVUnder the leadership of the Chronic Disease Unit Director, within the Health Promotion and Chronic Disease Prevention (HPCDP) section, this position performs highly complex (senior-level) managerial work administering daily operations and activities of the Diabetes and Cardiovascular Disease Branch. Develops and oversees strategic planning and ensures that goals and objectives are consistent with those of DSHS executive and section management, Texas State Legislature, and federal grants. Coordinates policy, budget, personnel, other administrative functions, and decision-making as it relates to the Diabetes Prevention and Control Program (DPCP) and the Heart Disease and Stroke Program (HDSP). Supervises professional staff members and their schedules. Develops guidelines, procedures, and priorities for the branch. Responsible for creating and meeting the standards for achieving branch goals. Coordinates with both branch programs to develop and evaluate their budgets and performance measures. Ensures collaboration, coordination, and integration of branch activities with other programs within the HPCDP section and Community Health Improvement Division and oversees programsand#146; external partnerships. Identifies and leads grant application processes and implements grant-funded projects. Oversees procurement and contracting processes, including the development of scopes of work, contract funding allocation and monitoring contractor budget/expenditures. Participates in the legislative process as needed by analyzing bills, preparing cost estimates, responding to inquiries, overseeing legislative reports, and ensuring that legislation is implemented according to the law. Consults with the Chronic Disease Epidemiology branch regarding data needs, research, and evaluation for the branch programs. Works under limited supervision, with moderate latitude for the use of initiative and independent judgement. Essential Job FunctionsProvides leadership for programs in the Diabetes and Cardiovascular Disease Branch (branch) and oversees the establishment of strategic plans, goals, and objectives. Provides technical expertise to section and agency leadership and programs on subject areas of diabetes and cardiovascular disease. Ensures that program planning, implementation, monitoring and evaluation are coordinated with the section, Chronic Disease Epidemiology branch, and other programs as needed. Provides programs support for two governor-appointed councils as needed. Develops and oversees the maintenance of statewide partnerships with external stakeholders. Directs and manages the overall operations of the branch, including budgets, federal grant applications and contracts, grant reports, program implementation, and reporting in a timely and accurate manner. (25%)Supervises staff members and conducts performance evaluations, and professional development activities Develops and approves schedules, priorities, and performance standards. Conducts staffing and hiring activities including but not limited to the development of job descriptions, posting vacant positions, interviewing, and onboarding new staff. (20%)Identifies funding and resource needs and communicates them to the Unit Director. Oversees the preparation of program operating budgets, allocates approved budgets to programs, and monitors program expenditures, including federal grants.
