TEXAS WORKFORCE COMMISSION IT Contract Administration Manager (Telework) in Austin, Texas

WHO YOU ARE: Seeking an IT professional to provide contract leadership on a portfolio of highly complex technology contracts and proposals. The ideal candidate will effectively organize, prioritize and manage multiple assignments and priorities, work effectively and independently in a dynamic environment, communicate in a professional and customer-focused manner, and collaborate with other IT teams, TWC Purchasing and Contract Services and Office of General Counsel, as well as business customers to accomplish work.

WHAT YOU WILL DO: The IT Contract Administration Manager is selected by and accountable to the IT Acquisitions Director with the approval of the Deputy Chief Information Officer and Chief Information Officer. Performs advanced (senior-level) contract administration work involving the oversight, execution, and administration on contracts, major information resources projects and other solicitations by defining requirements and negotiating, awarding, developing, and monitoring. Work involves applying the contract development life cycle including Planning the Procurement, Determining the Procurement Method, Selecting a Technology Vendor, Awarding the Contract, Managing the Contract. Collaborates with all IT staff and business customers to accomplish work. May assign duties and responsibilities and coordinate the work of project staff. Maintain a reliable, predictable work schedule, and/or be called upon to work outside of normal business hours to sustain operations or complete urgent assignments. Work is performed under limited supervision, with considerable latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Plan and oversee assigned procurements in accordance with IT Handbook including Initiate a Project and Plan a Procurement, and TWC Procurement and Contract Management Handbook. -Plan, organize, and schedule work sessions to gather requirements for the procurement document by the planned due date. Coordinate with the team to develop and implement processes, timelines, statements of work, evaluation plans, scoring instruments, funding availability and contract procurement and development. -Coordinate the evaluation, negotiation and acceptance of contracts. Coordinate evaluation of bidders responses and selection of vendor finalists. Coordinate Best and Final Offers (BAFO). -Monitor contract terms and performance to assess compliance with contractual obligations. Monitor vendor performance, amendments, and ensure change management procedures are followed. -Follow all applicable contracting and procurement practices to ensure quality of deliverables. -Develop and manage contract-related budgets, validation, cost estimates and projections. -Provide innovative and continuous improvement of processes for managing and implementing acquisitions while supporting the mission and ensuring compliance with applicable laws. -Use MicroSoft Project Web Access to document, manage, and report project and/or contract work. -Use TWC Enterprise Contract Purchasing System and prepare detailed analyses and reports as assigned. -Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and Standard Operating Procedures (SOPs) that govern TWC IT. -Contribute t teamwork and communicate effectively. -Promote an image of IT excellence. -Perform other duties as assigned to maintain IT operations.

YOU ARE A GREAT FIT WITH: -Eight years' experience managing large, highly complex technology contracts throughout the contract management lifecycle with local, state or federal government. -Experience with Seat Management and/or Data Center Services. -Knowledge of applicable local, state, or federal rules, regulations and policies related to contract procurement administration and management. Knowledge of procurement policies and procedures as defined in the Texas Contract Management Guide and the Texas Procurement Manual. -Experience with reviewing and evaluating contracts and vendor deliverables. Effectively demonstrate negotiation and facilitation skills. -Experience with MicroSoft Windows and Office products: Outlook, Word, Excel, Visio and PowerPoint. Proficient with MicroSoft Project and Project Web Access, and SharePoint. -Ability to work independently while understanding the need for communicating and coordinating work efforts with others. -Ability to handle multiple priorities while meeting strict deadlines and make critical decisions. -Ability to analyze complex information and develop plans to address identified issues. -Strong leadership, communication, and organization skills with attention to detail. -Ability to lead, work closely with cross-functional teams. Establish and maintain cooperative and constructive work relationships.

REQUIRED: Formal Certified Texas Contract Manager (CTCM) certification and Certified Texas Contract Developer (CTCD) certification or must obtain CTCM certification within six months of employment and CTCD certification within one (1) year of employment and maintain both certifications throughout employment.

YOU QUALIFY WITH: -Graduation from an accredited four-year college or university with major coursework in business, public administration, law, or a related field is generally preferred plus five years of full-time experience in contract administration, management, evaluation, or monitoring of contract providers. -One year of full-time experience in contract administration, management, evaluation, or monitoring of contract providers may be substituted for each year (30 semester hours) of education.
