Directs and oversees a statewide comprehensive and multimodal freight planning program, including all transportation modes (highways, air, marine, rail, and pipelines). Manages all facets of the Department's freight transportation planning program. Advises Administration on key issues related to freight in the state and nationally. Reports to the Freight Plan/International Trade Section Director. Ensures that all the Department's divisions and districts integrate freight mobility considerations into their day-to-day business practices and seeks opportunities to promote synergies with other statewide transportation policy initiatives. Manages a group of professional and technical staff. Work requires contact and coordination with public and private sector freight stakeholders including national, state, local executives, and government officials, academic institutions, and other stakeholders throughout the state. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.Essential Duties:Advises the Department management on key events and issues affecting freight movement in the state.Advises the Department's Administration on the development of freight vision and goals by identifying and understanding emerging trends and technology opportunities.Analyzes state and regional transportation modal and logistics systems, transportation, land use and distribution policies, and legislative bills that affect or advanced planning.Communicates, informs, and seeks input from freight stakeholders (shippers, carriers, and government officials) using methods such as targeted e-mail lists, surveys, interviews, focus groups, and forums.Conducts studies and provides tools that effectively address freight and freight movement issues in planning, investmentEvaluates transportation management and operations initiatives and practices and proposes options for improving freight movement.Formulates statewide freight policies to create effective and efficient freight movement; increasing visibility of freight issues at state and federal levels, streamlining processes in freight movement, and improving safety.Leads the development and implementation of training and education on freight issues and the importance of freight for the public and private sectors as well as the general public.Leads the development of innovative public/public and public/private partnerships to implement transportation system improvements promoting efficient freight movement.Manages freight studies and identifies freight research topics that lead to projects, programs, or funding partnerships that enhance the movement of freight.
