Job/Position DescriptionThe Texas Health and Human Services Commission (HHSC) Behavioral Health Medicaid Programs (BHMP) unit seeks a highly qualified candidate to fill the Program Specialist V (PSV) position. BHMP is driven by the program mission and vision to deliver quality, cost effective services to Texans. The PSV works under the general direction of the BHMP Quality Management (QM) and Contracts Manager or designee with considerable latitude for use of initiative and independent judgment, performing complex, advanced consultative and technical tasks related to development, oversight, interpretation, coordination and enforcement of the HCBS-AMH and YES Waiver provider contracts and other diverse contracts in assigned service areas. This position plans, develops, implements and functions as the program contact for the Center for Medicaid and Medicare (CMS) performance measures for the Home and Community-Based Services (HCBS-AMH) state plan and the Youth Empowerment Services (YES) Waiver programs to determine service quality and compliance with the State Plan Amendment and Waiver, federal and state laws, regulations, policies, and procedures to continuously improve the quality and efficacy of program services. The Program Specialist V requires specialized knowledge in the evaluation and continuous improvement of federal performance measures. Completes contract execution, accepts amendments to contracts, monitors contracting requirements, and makes recommendations for approval or otherwise by management as needed. Other accountability responsibilities include: authorizing disbursements, management, and productivity improvements, participates in monitoring expenditures for contracted state, local and federal funds, participates in monitoring of compliance with service provision and program requirements, recommend sanctions for breaches of assigned contracts, approval of amendments and expansions, directing and coordinating critical data requirements, data analysis, reporting protocols and follow-up. Requires broad working knowledge of diverse contracts. The PSV is the liaison between contractors, program staff, and other HHSC areas. This position facilitates communication and collaboration between all contract stakeholders and serves as the single point of contact for all contractual accountability activities between the State and contractors.The Program Specialist V is responsible for collecting and reporting CMS performance measures and contributing to program improvement projects for BHMP. Team building and group facilitation to identify program initiatives and process improvements. Identifies training needs and organize training interventions to improve customer satisfaction and quality of services. The PSV will coordinate with the Quality Review Team (including Medicaid/CHIP Services Department, Federal Coordination, Rules, and Committees Section and BHMP QM team) on CMS Performance Measures, Quality Improvement Strategies, and other required reports for both programs. The PSV conducts highly advanced assessment of multifaceted compliance information from within the unit and across the agency to determine performance needs and develop strategies to bring programs into compliance with federal and state law requirements. The PSV will use data from program billing and claims reports; critical incident reports; setting checks compliance; and other program areas to identify any areas needing improvement.
