General Description The Railroad Commission of Texas seeks a Project Manager IV to perform highly advanced (senior-level) project management work in the Information Technology Services (ITS) Division. Major responsibilities include coordinating the planning, initiation, and execution of projects at various levels of completion, monitoring the progress, budget, and schedule of projects, and communicating with project stakeholders, management, and other relevant parties. Coordinates the ongoing support of over 35 legacy applications implemented in different platforms, including Java, Oracle Forms and Reports, Mainframe and Salesforce platforms. . Will direct, assign, and evaluate the work of staff. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement. This role also includes coordinating work to meet agency goals and objectives as set forth by agency management. The employee works under limited supervision and has latitude to use initiative and independent judgment. Job Duties Perform responsibilities of leading software development resources through the implementation of IT systems in support of agency business. This includes maintenance and support of existing legacy systems, as well as new development and enhancements to these existing agency systems. Direct, develop, and evaluate all project activities using accepted project management methodologies. Manage outsourced service providers, including drafting project solicitations/scope of services; evaluating offers; drafting work orders; acquiring and tracking staff augmentation vendors; and managing overall project budgets. Coordinate project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors. Develop criteria for evaluating programs, proposals, and other pertinent information related to project assignments. Develop project budgets, schedules, work plans, resources requirements, and cost estimates and projections. Develop and implement plans to communicate and explain project methodology and processes to interested groups and team members. Review and recommends proposals and bids to management. Monitor and manages project cost to ensure project completion within budget. Monitor and manage project quality to ensure project deliverables are accept ble and fulfill the terms of the project contract or specifications. Identify potential project risks and difficulties and designs strategies to mitigate or avoid them. Propose and manage risk to deliver the product on schedule, within budget while meeting customer requirements. Compile and distribute project information, status reports, and project budget expenditures. Create documentation procedures to capture and deal with changes in original project plan. May provide project status information to be presented before legislative and other interested groups. Plan, assign, and/or supervise the work of others to include resource and performance management. Perform related work as assigned. For Military Crosswalk information, please visit: https://hr.sao.texas.gov/Compensation/MilitaryCrosswalk/MOSC_InformationTechnology.pdf Qualifications: Minimum Qualifications Bachelors degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, business, or a related field. 5 years of Project Management experience, which includes the preparation of project-related documentation, planning managing project activities, and the implementation of projects or maintenance activities. 5+ years of experience planning and/or assessing resource needs for IT related strategic objectives, including budgeting for and/or participating in IT procurement activities and scheduling A minimum of three (3) years of experience involving information technology programs. Experience in maintenance in production. Experience liaising with 3rd party vendors/developers on support issues, ticketing system, and updates. Experience overseeing staff, including planning, implementation, monitoring, and evaluating employee performance and the accuracy of timesheet submissions. Experience documenting, tracking, and monitoring client incidents and requests in the ticketing system. Experience in managing, developing, and analyzing a budget. Experience developing and enforcing quality assurance standards and measures for testing and validation. Experience and education may be substituted on a year for year basis. Preferred Qualifications Experience in managing software implementations in the Salesforce platform. Experience in project management theories and practices applicable to highly complex hardware and software projects; of systems and procedures used to evaluate a third-party vendors performance; and of local, state, and federal laws and regulations relevant to the administration of the projects undertaken (for example, the Texas Project Delivery Framework and associated Texas law). Experience in managing and supervising technical resources working in fast-paced environments; establishing resources goals and objectives; exercising sound judgment in making critical decisions; analyzing complex information and developing plans to address identified issues. Graduate degree (MBA, Masters in Computer Science, MS in Environmental related studies) or certified Project Management Professional (or similar professional IT certification). Experience negotiating and reviewing software vendors' contracts for service, maintenance, and support. Experience in customer relations and support software applications(include Java, .net, salesforce and mainframe) Knowledge, Skills, and Abilities Knowledge of project management
