WHO ARE WE The Texas Department of Agriculture Financial Services Division supports TDA programs by performing financial duties in the areas of accounting, budget, purchasing, contracting, accounts payable and payroll. WHAT YOULL DO The Budget Analyst will perform advanced budget preparation and analysis work. You will be responsible for preparing, coordinating, examining, monitoring, and analyzing operating budgets; providing technical advice and assistance to TDA staff on budgetary matters; monitoring and executing items related to position control activities, compilation and review of performance measures activity, analysis of capital budgets and participation in the preparation and development of the Legislative Appropriation Requests and Operating Budget. You will work under minimal supervision with considerable latitude for the use of initiative and independent judgment. PRIMARY RESPONSIBILITIES Participate in the preparation and development of the Legislative Appropriation Request (LAR), to include base reconciliation. Participate in the preparation, development, and monitoring of the annual internal operating budget and preparation and development of the external operating budget (odd years). Prepare, review and analyze financial reports related to general revenue, cost recovery funds, federal funds, reimbursement, fees, appropriated receipts and other fund areas as assigned for review by management. Including research and preparation of charts and ad hoc reports related to internal/external non-routine requests, as required. Function as a budget consultant to agency program managers/directors, keeping them apprised of budget deviations, shortages, and resolutions. Participate in the legislative fiscal note process. Review and analyze bill analysis submitted by TDA staff. Prepare fiscal notes and ensure submission to the LBB on a timely basis. Participate in various Budget reconciliation processes to include: Appropriation/CAPPS reconciliation, ABEST/USAS reconciliation, Capital Budget reconciliation Participate in compilation, review and submission of Agency Performance Measures. Participate in position control requirements, reconciliations, yearly rollover and system updates. Follow all TDA policies and procedures. Perform other duties as assigned. Qualifications: MINIMUM QUALIFICATIONS Bachelors Degree (one year work experience related to the primary duties may substitute for one year of college). Four (4) years work experience in public/governmental financial management and/or budget analysis processes, Work experience in preparing, analyzing, and evaluating budgets, fiscal documents or financial reporting. A Masters degree in Finance, Accounting, or related field or a Certified Public Accountant (CPA) license (in good standing) can substitute for two (2) years of work experience. PREFERRED Bachelors degree in finance, Accounting or related. State of Texas budgetary experience. Work experience with State of Texas financial systems such as ABEST, CAPPS and USAS. KNOWLEDGE, SKILLS ABILITIES Knowledge of accounting, budgetary, and management principles, practices, and procedures; and of legal restrictions governing allocation o funds. Skill in analyzing financial data; in providing customer service excellence to both internal and external customers; in Pivot tables, formulas, and macros; and in the use of a computer and applicable software. Ability to monitor and report on performance measurement; to analyze management problems and develop and present alternative solutions; to coordinate the gathering and analysis of data; to communicate effectively, orally and in writing; to exercise sound judgment and discretion; and to maintain the highest level of confidentiality. ENVIRONMENTAL/PHYSICAL CONDITIONS Normal office work environment and may have exposure to dust and environmental allergens consistent with normal business activities and human contact. Mostly sedentary in nature but may involve walking; standing; pulling and pushing; kneeling, stooping and bending; performing tasks requiring fine motor skills and coordination; and safely lifting and carrying items weighing up to 30 pounds. Involves repetitive hand/wrist/finger motions while using the computer. Must be able work extended periods at a computer and may require working extended hours and some evenings and weekends, as needed. May involve travel (up to 5%), occasionally overnight.
