This position is based in our main office in downtown Austin. Once training is successfully completed, based on the workload at hand, there may be some availability for remote/telework.

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHO YOU ARE:

Someone who is eager to assist people with questions about their unemployment benefit debts, with a focus on how their bankruptcy filing affects collection on those debts. A person with an eye for details, who is able to calmly explain facts and laws to customers. You are a problem solver and good listener, who communicates effectively and who understands the need to empathize with people who may be in difficult situations. You are someone who can maintain a professional demeanor when speaking with claimants, attorneys and court staff.

WHAT YOU WILL DO:

UI Claims Examiners administers the provisions of the Texas Unemployment Compensation Act as to the collections of Overpayment of Unemployment Benefits. UI Claims Examiner will perform complex to advanced unemployment insurance (UI) claims account investigation in the Finance Division, Collections and Civil Actions Dept., Benefits Overpayment Collections Unit. Responsibilities involve examining claimants' UI records and reports to secure collection of delinquent benefit overpayments through communications via telephone, e-mail and written correspondence. Will include issuance of past-due notices, review of UI benefit rulings, and other enforcement actions as allowed by statute.

YOU WILL BE TRUSTED TO:

  • Learn basic bankruptcy principles, specifically dealing with Chapter 7 and Chapter 13 filings.

  • Review electronic bankruptcy records through the Public Access Court Electronic Record system (PACER), documenting bankruptcy data in the agency database and filing of electronic bankruptcy claims within the respective bankruptcy courts.

  • Be the initial point of contact for all bankruptcy inquiries from within the agency, for claimants/debtors and claimants/debtors attorneys.

  • Respond to external and internal communications via telephone, letter or e-mail and provide accurate, thorough, timely information.

  • Review the TWC Unemployment Benefits automated system to relay to parties how overpayments were established, encourage payment, and to provide payment options.

  • Provide claimants with information on collection actions taken on their benefit overpayments and the consequences of that action.

  • Keep reports and other production documentation up to date, based on time frames indicated by supervisor or other management.

  • Perform other duties as assigned.

YOU QUALIFY WITH:

Graduation from an accredited four-year college or university with major course work in human resources, organizational development, education, or a related field.

Fifteen semester hours of accredited college work may be substituted for each six months of experience noted below.

FOR A CLAIMS EXAMINER I: Two years of full-time experience in the gathering of information, interviewing, counseling, or in the instruction, demonstration, and interpretation of policies in a public or private enterprise; in unemployment insurance work; or in workforce development issues and programs.

OR

Six months of full-time in-service experience classified as a Customer Service Representative II with regular status will satisfy the minimum qualifications.

OR

One year of full-time in-service experience classified as a Customer Service Representative I with regular status will satisfy the minimum qualifications.

FOR A CLAIMS EXA INER II: Three years of full-time experience in the gathering of information, interviewing, counseling, or in the instruction, demonstration, and interpretation of policies in a public or private enterprise; in unemployment insurance work; or in workforce development issues and programs.

OR

Six months of full-time in-service experience classified as a Customer Service Representative III with regular status will satisfy the minimum qualifications.

OR

One year of full-time in-service experience classified as a Customer Service Representative II or Unemployment Insurance Claims Examiner I with regular status will satisfy the minimum qualifications.

FOR A CLAIMS EXAMINER III: Four years of full-time experience in the gathering of information, interviewing, counseling, or in the instruction, demonstration, and interpretation of policies in a public or private enterprise unemployment insurance work; or in workforce development issues or programs.

OR

Six months of full-time in-service experience classified as a Customer Service Representative IV with regular status will satisfy the minimum qualifications. One year of full-time in-service experience classified as a Customer Service Representative III or Unemployment Insurance Claims Examiner II with regular status will satisfy the minimum qualifications.

YOU ARE A GREAT FIT WITH:

  • Six months to one-year experience in either a customer call center environment or with TWC UI Benefits computer system

  • Skip-tracing, investigations or collections experience

  • Good oral and written communication skills including the composition of business letters

  • Knowledge of MS Office PC applications, specifically Outlook, Word and Excel

  • Good organizational skills with the ability to prioritize multiple responsibilities with adherence to deadlines

  • Spanish bi-lingual would be advantageous, but is not required
