About this Position:

The incumbent works under the direct supervision of the DOTD Structured Training Director. This position is primarily responsible for the development and delivery of job-related training and evaluation materials for department personnel and industry. This training must comply with department policies, procedures, specifications, federal regulations and state-of-the-art technology which affect the program areas. The training is designed to maximize employee potential and provide the properly trained personnel crucial to the continued design, construction, and maintenance of the transportation system. The incumbent must understand, interpret, and apply all federal and state guidelines for Quality Control and Quality Assurance for roads and bridges and for safety and traffic control in the maintenance and construction work areas. While in official DOTD capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

The incumbent will conduct research on the subject matter necessary to develop a variety of instructional materials using traditional teaching methods/materials as well as electronic learning methods. This includes the development of scripts (narrative and shooting), manuals, handbooks, workbooks, job aids, instructor's guides, evaluation instruments, etc. This position will also keep abreast of changing technological advancement in all areas assigned, including changes in the areas of education and instruction. The incumbent will teach classes using developed materials.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

NOTE:

Any college hours or degree must be from an accredited college or university.

JOB DISTINCTIONS:

Differs from DOTD Specialist 2 by the presence of less complex duties within assigned program.

Examples of Work

30% Manages and directs the Engineer Intern, Preconstruction, and Special Topics Training Programs which provides for the formal training of current and future DOTD staff to meet agency goals and visions. Evaluates, monitors, and participates in modifying departmental training policy regarding engineer interns, preconstruction, and special topics. Determines the sources of required training and evaluates the courses presented to ensure the effectiveness for the department. Searches for alternate providers of training courses and negotiates topic areas and course content. Establishes, maintains, and utilizes a database of participants needs to identify training and employee priorities. Identifies budget needs, equipment needs, etc. for program and prepares requests for program area. This position evaluates training needs, designs, develops, and teaches training materials for engineer interns, preconstruction, and special topics related to the transportation industry for students with a wide variety of technical knowledge and literacy skills to comply with the Structured Training requirements and federally mandated programs. On assigned projects, has complete accountability to develop complex training documents, textbooks, manuals, evaluation instruments, and transportation related technology transfer materials by performing research necessary to obtain a complete understanding of the scope of the proposed project and to gain a thorough technical knowledge of the subject. Serves as a specialized expert on a project basis for individual technical areas. Participates in special projects such as competency modelling, needs assessment reviews, etc., as assigned. Conducts implementation conferences to introduce new or revised materials to appropriate staff. Provides student guidance, which could include tutoring if necessary.

20% Determines the most logical sources of information by using data gathering techniques such as: interviews with experts in the area; manufacturers; educational institutions; or technical societies. Observes, studies, or operates equipment, objects, or processes in the field or laboratory. Reviews and interprets correspondence, engineering reports, diagrams, plans, charts, and photographs. Writes learning objectives based on training needs assessments. Considers general purpose and determines format (i.e., audiovisual script for video or Power Point slides, programmed interactive book, instructor's guide, policy and procedure manual) and the specific application (i.e., formal training, job aid, guide for field procedures, general information and awareness, manuscript in accordance with a detailed outline) for training being developed. Delivers train-the-trainer programs to District Trainers necessary for knowledge transference for the implementation of new course materials statewide.

20% Organizes draft manuscript to provide an orderly plan for the preparation of text. Writes text, determines illustrations, photographs, and tables needed to supplement text. Develops such supplemental material or arranges for their procurement. Forms subject matter review committees and meets with them to discuss comments and revisions for draft training materials. Revises and rewrites text to meet training manager and subject matter review committee's requirements. Validates training materials, including setting up meeting for test subjects, monitoring course effectiveness, running statistical analysis of test results, and compiling reports on validating process and results. Teaches classes on various topics.

15% Serves as department coordinator and liaison for the Engineer Intern, Preconstruction, and Special Topics Training Programs to provide management, supervisory, and personal development training to all employees statewide. Notifies all sections and districts of classes available as information is received. Arranges for special classes for department personnel as needs arise. Notifies all persons targeted for such training.

5% Serves as subject matter expert to assist in training and orienting new employees in correct unit procedures. Evaluates technology transfer material in terms of training needs establishment or recommends revision, if necessary. Reads and analyzes state-of-the-art material developed by the transportation industry, national research organizations, LTRC or other state transportation research centers, and develops synopses for technology transfer and distribution.

5% Manages Learning Management System (i.e., data entry, record updates, training report generation) for course and program areas. Grades test materials used for compliance and promotional purposes.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
