City of Bethel Utility Maintenance Foreman in Bethel, Alaska

Position Objectives:

Plans, organizes, coordinates, reviews and evaluates the work of staff providing water production and distribution, wastewater treatment, and routine/emergency maintenance on City piped water and sewer systems.

Duties and Responsibilities:

Plans, organizes, coordinates, assigns, provides direction and reviews the work of staff engaged in daily operations of water production/distribution, wastewater plant and related infrastructure.

Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the area of responsibility; provides input into the budget development and administration process.

Trains staff and provides for their professional development.

Monitors and maintains the water and wastewater infrastructure and equipment in accordance with state and Federal regulations, Department procedures and City policy. Inspects, maintains and repairs water, sewer and drainage systems within the community.

Monitors and controls equipment to regulate flow rates into treatment plant; operates and repairs treatment plant machines and equipment for the treatment of waste.

Regulates the flow and distribution or removal of purified water and treated wastewater.

Tests and measures water and sewage samples; records data and maintains the plant logbook; monitors test results to determine processing requirements.

Oversees sewage lagoon operations.

Plans and coordinates projects performed by staff; estimates time, cost, labor and material needs; assigns staff and orders necessary equipment and materials; provides technical assistance to staff and discusses job details.

Ensures that safe work practices and procedures are followed and that appropriate safety equipment is utilized; conducts safety meetings.

Monitors and supervises the repair and replacement of water distribution and sewer collection lines and systems to meet regulatory requirements; supervises contractors on capita improvement projects.

Performs water treatment operator duties as required.

Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures.

Responds to questions and complaints from the public; ensures satisfactory resolution; acts as liaison with other agencies and organizations.

Directs the requisitioning of materials, supplies and equipment for maintenance and repair work within assigned unit; ensures adequate supply inventories.

Maintains a variety of records; makes periodic and special reports of work performed; collects statistical information and compiles data for reports, including required regulatory agency reports.

Promotes and supports the overall mission of the City by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
