About the Agency: The Idaho Division of Career Technical Education (IDCTE) provides leadership and coordination for secondary and postsecondary career technical education (CTE), adult education, and workforce training across the state of Idaho. With a customer-service focus the Division leads Idaho’s efforts to prepare youth and adults for high-skill, in-demand careers.

Description: Under direct supervision of the Chief Administrative Officer, this position will work collaboratively with three other accounting professionals to ensure that the Division is meeting all deadlines, providing accurate accounting data, and is following proper control procedures. This position relies heavily on an understanding of Idaho State government accounting including the use of systems provided through the State Controller’s Office. Incumbent must have a solid understanding of complex accounting procedures and the ability to make sound accounting decisions.

Key Responsibilities:

  • Manage all aspects of the agency’s general ledger including the monitoring of cash balances, releasing entries, processing accounting adjustments;

  • Set up account coding and ensure proper coding of transactions;

  • Process accounts payable, accounts receivable, procurement card, and travel plan/expense transactions;

  • Monitor and report out monthly spending and compare to agency spending plan and compile reports for federal reporting requirements;

  • Perform federal cash draws in accordance with statewide Cash management Improvement Act (CMIA) agreement;

  • Verify project year-end balances and transactions are coded appropriately to keep spending within the annual appropriation limits;

  • Perform month-end and year-end closing procedures required by the State Controller’s Office and prepare agency closing packages;

  • Prepare statewide accounting reports as required including inventory reports, quarterly single audit reports, end of year 1099 reports and others, as necessary;

  • Process agency payroll;

  • Gather data from multiple financial systems, analyze data, integrate data, validate data for accuracy and develop reports/scripts/inquiries to assist Finance team members to aid with process improvements and business decisions;

  • Assist Administrativ e Officer in preparing agency’s annual appropriation request in state accounting system;

  • Assist agency staff with accounting and accounting system questions;

  • Other duties as assigned.

Minimum Qualifications:

  • Experience developing and preparing financial documents. This is typically gained by at least one year of experience as stated with financial documents such as financial statements, cost analysis, audit reports, and audit work papers.

  • Extensive knowledge and experience with state government accounting and federal financial grants.

  • Understanding of GAAP and GASB accounting standards.

  • Experience analyzing financial activities and recommending management action

  • Experience using a personal computer to develop, analyze, and report on financial data

  • Good knowledge of accounting principles and practices

  • Ability to research financial data to resolve problems.

  • Advanced knowledge of Excel.

  • Possess strong written and verbal communication skills.

  • Experience providing detailed accounting and budget reports. Ability to work independently, identify and meet deadlines, and efficiently prioritize requests.

  • Ability to work collaboratively and review the work of other accounting professionals.

Preferred Qualifications:

  • Bachelor's degree in accounting, equivalent credentials or a combination of related experience and education. Experience with federal grant fiscal management.

  • Understanding of secondary and postsecondary educational systems in Idaho.

  • Knowledge of or experience with career technical education systems.
