State of Massachusetts HR Assistant Manager in Boston, Massachusetts

The Executive Office of Housing and Economic Development ("EOHED") prioritizes economic opportunity for residents, collaborative leadership in communities, and an environment that supports job creation and business growth. The HR Assistant Manager is a supportive management position within the Human Resources unit and is responsible for managing the ongoing administration in the areas of staffing, classification, as well as the leave and benefits management at the agency. This position will work collaboratively with other HR personnel on various day-to-day business processes, ad/hoc projects within the Human Resources unit and other initiatives within the Executive Branch. The HR Assistant Manager may have frequent contact with other state agencies such as Human Resources Division, Office of the State Comptroller, Executive Office of Technology Services and Securities, and the Group Insurance Commission. The HR Assistant Manager will assist in the agencies recruitment efforts by assessing agency hiring needs, working closely with hiring managers, and identifying recruitment sources in conjunction with the Diversity, Equity and Inclusion Manager (DEI) to best address EOHED's staffing needs. The incumbent will also manage various HR areas such as the Agency's performance evaluation programs to ensure timely completion, ongoing maintenance of unit org charts, benefits administration, and other duties as assigned that support the HR unit. The incumbent receives general direction, supervision and guidance from the Deputy Human Resources Officer and may receive direction from the Secretariat Human Resources Officer and Chief of Staff. The incumbent provides updates at weekly meetings and is evaluated through the MassPerform evaluation system. This position requires the incumbent to possess the ability to work simultaneously on a diverse range of human resource activities and balance the needs of individual employees and work units/bureaus/divisions with the overall needs of the Agency. This is a hybrid position which is a combination of worked performed in office and telework. Major areas of responsibilities include: Administer the recruitment process to enable hiring managers to make timely hiring decisions. This includes the post to hire life cycle, reviewing applicant resumes in conjunction with the DEI Manager, hiring manager and other stakeholders for determining salary/step placement for new and existing employees in bargaining unit/confidential positions and management positions, coordinating offers, background checks and onboarding, etc. Work closely with internal stakeholders prior to and during the hiring process. Generate data analytics reports for recruitment, retention and hiring. Manage the Agency's performance evaluation programs to ensure timely completion of manager performance evaluations (MassPerform) and bargaining unit/confidential employee evaluations (EPRS). Work with appraising managers to provide training on the use of these evaluation tools and provide technical assistances to employees on an on-going basis. Manage participation of projects and programs designed to improve morale, productivity and benefits by coordinating and advising staff on various benefits available to them. Coordinate Agency efforts to create and maintain current and updated job descriptions for all bargaining unit/confidential employees (Form 30) and all managers (MQ) to ensure that they accurately reflect the current job duties being performed by each employee. Updating and maintaining org charts for internal units and agencies as staff changes occur. New Employee Orientation: conduct orientation and review all benefits available through the Commonwealth of Massachusetts and ensure that all paperwork is completed by the incumbent; verify that all onboarding tasks are completed by established deadlines to effectuate a smooth hire/transition of new employees. Administer employee benefits such as: FMLA/PFML, SMART Plan, Commuter Choice (transit/parking) and FSA enrollments. Point of contact liaison for Division of Unemployment and employment verifications. Responsible for setting up benefits sessions in collaboration with the Deputy SHRO throughout the year for employees to stay up to date on benefit changes that may impact staff. Participate in annual enrollment each year and in benefits trainings as provided. Active participation in Future of Work (FoW) initiatives as required such as document disposition, gathering of relevant data during various FoW checkpoints, and act as point of contact for HR during transition. Working closely with the Deputy and Secretariat HR Officer, determine appropriate corrective action measures when needed. Develop HR business process improvements and recommend effective implementation strategies. Implement Secretariat internal tracking mechanisms to effectively manage requests. Assist with analytics and tracking metrics to ensure internal compliance relevant to HR data. Partner closely with the Secretariat HR Business Partner(s) on a wide array of EOHED and Executive Branch projects and initiatives and collaborate with other HR stakeholders. Perform other duties as assigned. Preferred Qualifications: * Knowledge of human resources laws, rules, regulations, policies, procedures and practices. * Knowledge of the principles and practices of HR management including planning, organization, implementation, decision-making and strategic thinking. * Ability to work in a fast-paced work environment with the ability to multi-task and prioritize daily activity and issues as they arise. * Excellent communication skills, both orally and written. * Ability to direct groups and oversee progress of ongoing activities. * Leadership experience with a demonstrated ability to create and execute effective organizational strategies and transformations. * Proven record of success in human resources management, with a particular focus on establishment of quality standards, results tracking, and evaluating outcomes. * Ability to work well with diverse populations in diverse settings in a manner that builds trust and supports increased collaboration and partnership. * Ability to organize and prioritize the job duties by establishing operating and/or reporting relationships accordingly through coordinated efforts of others in accomplishing assigned work objectives. * Experience with Taleo based applications such as MassCareers. * Proficient experience with Microsoft Office using word, excel, visio and access. * Experience with PeopleSoft applications. * Experience using OnBase for workflows. * Strong attention to detail and organization. * Ability to assess data and translate findings in a clear and precise manner. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience. II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience. III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience. IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience. V.
