State of Massachusetts Human Resources Manager in Boston, Massachusetts

The Executive Office of Health and Human Services (EOHHS) is searching for a highly experienced, resourceful, and dynamic Human Resources Managerto partner with its healthcare and mental health facilities in the Metro Boston Region. The selected candidate will work closely with two local staff and EOHHS’s central HR office to support the employees and senior leadership at the Department of Public Health (DPH) and the Department of Mental Health (DMH) facilities in that region. The Human Resources Manager is a pivotal role between the DPH and DMH agencies and the EOHHS Central HR Office which helps the Metro Boston facilities reach their goal of providing quality health and mental health services to the residents they serve. The HR Manager and their staff will collaborate with the EOHHS HR service delivery teams, such as Talent Acquisition, Employment & Staffing, Diversity Equity, and Inclusion, Benefits and Leave, and Labor Relations to help senior leadership recruit, hire, develop and retain a high-performing, diverse workforce, and to ensure an inclusive and equitable work environment. The HR Manager’s primary work location is at the Lemuel Shattuck Hospital,located in the scenic heart of Boston’s Jamaica Plain neighborhood. Other Metro Boston locations include the Solomon Carter Fuller and Lindemann Mental Health Center offices. /_Duties and Responsibilities:_/ * Serve as a critical resource to DMH and DPH managers and leadership on HR-related issues and ensures effective communication between the agencies and the various EOHHS HR service delivery teams. * Partner with senior management and EOHHS Central HR to develop and implement HR-related policies, procedures, and strategies that meet the facilities’ organizational goals. * Collaborate with the Office of Diversity Equity and Inclusion on employee recruitment, development, and retention initiatives to create and empower a diverse, equitable, and inclusive workforce and work culture. * Assist and support DMH and DPH Hiring Managers (HM) to develop and strengthen their understanding of the applicant tracking system and the hiring processes and procedures by providing access to training resources and technical assistance. * Partner with senior leadership and the Talent Acquisition unit to deliver innovative solutions, tools, and processes that enable the organizations to identify, develop and retain talent. * Participate in the development, oversight, and delivery of an effective orientation and on-boarding program in collaboration with the EOHHS and Facilities’ Training Department. * Assist the Agency in large-scale projects including the rollout of new HR systems, processes, or policies. * Collaborate with senior leadership and EOHHS teams, such as Labor Relations, Diversity, Equity and Inclusion, and the Agency Employment Counsel, as needed/required, to support managers in resolving HR issues. /_Preferred Qualifications:_/ * Ability to develop and implement HR programs for recruiting and employment, orientation, separation management, classification and compensation, organizational development, training, and employee development. * Knowledge of the principles and practices of HR Management and experience with Commonwealth HR policies and procedures. * Accomplished execution skills and the ability to translate HR strategy into actionable initiatives. * Resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in processes and systems. * Proven ability to implement EEO, diversity, equity, and inclusion (DEI) best practices. * Familiarity with the state IT systems such as HR/CMS, MassCareers (Taleo), or similar systems. * Experience with Human Service agencies and facilities including those that operate 24/7. * Ability to work in a unionized environment. * Capacity to supervise staff including performance appraisal, employee coaching, training, development, and performance management. * High level of self-motivation and accountability, bringing enthusiasm and energy to team and tasks. * Adept at partnering with and influencing senior leaders at all levels of the organization through relationship building. * Excellent conflict management skills and the demonstrated ability to problem solve and effectively diffuse highly charged situations. * Proven written and oral communication skills, * Proficiency with Microsoft Office applications including Excel, Outlook, and Word. /_About the Executive Office of Health and Human Services (EOHHS):_/ The Executive Office of Health and Human Services is the largest secretariat in state government and comprises twelve agencies, two soldiers’ homes, and the MassHealth program.
