Job Overview:
Reports to the Commissioning Manager and assist planning and execution of a safe and efficient Pre-commissioning, Commissioning, Start-up and Performance Testing of the facility to achieve the plant’s production and performance objectives and McDermott’s contractual objectives.
Leads the coordination and implementation of all HVAC commissioning requirements on the project. Responsible for the execution of the plant HVAC pre-commissioning and commissioning activities in accordance with the Commissioning Execution Plan.
Development of programs, procedures, and activities necessary for the safe and efficient commissioning, repair, and maintenance of all plant HVAC equipment on the Central Processing Facility in Uganda, Africa.
Knowledge of OPERCOM and ICAPS on a large oil & gas project is a plus.
Key Tasks and Responsibilities:
Work collaboratively within the Project team and with Client to maintain positive relationships
Manage the testing of the HVAC Major Equipment Packages items provided for project facility buildings
Oversee the Building HVAC pre-commissioning and commissioning activities conducted by the Building subcontractor
Oversee the HVAC pre-commissioning and commissioning activities conducted by the Rotating Machinery Vendor where enclosed rooms are installed
Responsible for the review & approval of pre-commissioning and commissioning procedures and testing programs for HVAC equipment and systems
Responsible for liaison with equipment manufacturers and suppliers for HVAC pre-commissioning, commissioning and repairs procedures for HVAC equipment / packages as required
Witness hydrostatic test, performance test, and noise test of each HVAC package
Review and test the interfaces with Building Fire & Gas system and Black Start
Develops work plans for execution of HVAC pre-commissioning and commissioning activities in conjunction with the assigned sub-contractors
Develops Safe Work Practice Procedures for all HVAC maintenance activities
Provides HVAC input to the Commissioning Schedule
Provides HVAC input to scope of work subcontracted packages as required
Provides HVAC input for Spares, Consumables and Tools
Liaise with the Systems Completion Manager for systemisation of drawings and validation of the HVAC data in the completions database.
Review the HVAC content of the pre-commissioning and commissioning dossiers in accordance with project requirements
Plan daily activities based on schedule requirements, procedures, and available work fronts
Coordinate the issue of PTW and job safety analysis
Work with Vendors and assist in vendor coordination for SAT’s and initial start-up
Essential Qualifications and Education:
Have pre-commissioning, commissioning, and start-up experience as a HVAC lead or equivalent, on at least 3 major EPC projects in the oil and gas industry
5+ years’ previous experience with HVAC equipment packages in the oil & gas industry
Experience of AHU’s, FCU’s chilled water and direct expansion, Chilled Water units, Fan Packages, Fume Cupboards, and HVAC Control Panels
Experience of HVAC design software packages
Familiar with codes and standards of ASHRAE, DW, EN, & ISO
Possess an engineering degree in Mechanical Engineering or equivalent
Demonstrates a broad technical knowledge of construction and completion activities
Able to effectively communicate technical solutions and concepts to other engineers and non-engineers
Must have strong English communications skills, both oral and written. Second language is a plus
Must have excellent computer software skills in MS Office suite as a minimum, with exposure to Navisworks and modelling packages
Must have good Presentation skills for meetings with Engineering and Client
Must have excellent organizational skills and be adaptable to various needs of various discipline groups
Understanding of Static Equipment and Piping systems for development of test packs
