This Value Stream Leader will lead the Multi-Domain Test & Training (MDT2) Open Air Battle Shaping (OABS) development programs for the Air Combat Test & Training business. You will be responsible for managing the program plan, schedule, budget, customer interfacing, pursuits, and execution.  This role provides the opportunity to monitor strategic planning efforts, present progress reports and value-stream strategy, recommend solutions for program problems, manage the P&L of programs and multiple vendors, and supports contract negotiations.

Primary Responsibilities:

  • Leads medium to large programs to ensure adherence to program plans, schedules, and budgets for programs under his/her responsibility

  • Leads pursuit activities for competitive and sole-sources activities

  • Manages the P&L of the program to ensure profitability targets are met

  • Develops milestones, program plans, schedules and budgets for programs to ensure that the organization’s objectives are met

  • Consolidates and presents plans and progress reports relating to business aspects of the program(s), and manages value-stream strategy and progress

  • Monitors strategic planning efforts for medium and/or complex programs

  • Demonstrates continuous improvement initiatives to optimize efficiency and quality

  • Identifies and reacts to program problems and recommends solutions, such as allocation of resources, changing contractual specifications, and coordinating responses to customer action items

  • Supports the development of new business growth strategies

  • Supports the negotiation of contracts and contractual changes, including coordinating preparation of proposals, business plans, proposal work statements, operation budgets, specifications, and financial conditions of contracts to ensure legal compliance and to protect the organization’s interests.

  • Directs all program phases from inception through completion

  • Interfaces with customers for project specifications to ensure successful completion

  • Manages the contract lifecycle, cost, schedule and performance of company programs or subsystems of major programs

  • Coordinates the negotiation, proposals, business plans, budgets and contracts for programs

  • Establishes cost focused performance targets and directs work to achieve these targets

Basic Qualifications:

  • Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience or in absence of a degree, 14 years of relevant experience

  • Active and transferable U.S. government issued Secret Security Clearance is required prior to start date

  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Preferred Qualifications:

  • Possess an active TS/SCI Security Clearance on Day 1 is preferred

  • Have experience with products and systems in the following areas: communications, datalinks, Autonomy, AI/Machine learning, open standards/architectures, position navigation and timing (PNT)

  • Have demonstrated ability to recognize, pursue, and capture discretionary offset opportunities (i.e. customer funded R&D) that directly supports business strategies via direct government support or through other contractors

  • Have experience with leveraging efforts and technologies from other Collins Aerospace organizations

  • Have experience with EVMS program management and R&O management

The salary range for this role is 118,000 USD - 246,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
