Description: The National Cyber Range Complex (NCRC) – Event Planning and Support (EPOS) Charleston Program Manager will be responsible to the NCRC EPOS Sr PM and will be responsible for all aspects of the cost, schedule, and technical performance of the NCRC EPOS CHS program. The successful candidate will:

• Direct all phases of assigned programs from inception through completion

• Be responsible for cost, schedule and technical performance of assigned programs

• Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

• Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance

• Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications

• Develops new business or expands the product line with the customer

• Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract

• Participates in the negotiation of contracts and contract changes

Basic Qualifications:

• PMP Certification.

• Demonstrated experience in planning, directing, and managing the development, implementation, and performance of complex, software intensive programs.

• Demonstrated experience with the management and supervision of employees of various labor categories and skills

• Demonstrated experience managing a high complexity service-based program

• Demonstrated oral and written communication skills with the highest levels of customers and senior management.

• Ability to obtain a DOD TS/SCI clearance

• Demonstrated experience leading proposal efforts including short turn opportunities

• Familiarity with DoD Testing processes
