Senior Refinery Turnover Management System Superintendent

KBR is providing Project Management Services encompassing Engineering, Procurement, Construction, and Commissioning phase execution supporting KBR’s client Sonangol’ s multi-billion-dollar grass roots Lobito Refinery Project in Angola Africa.

This position will begin the project in the local home office either Houston or Chennai.

KBR is looking for a Senior Refinery Turnover Management System Superintendent to function as Client first face to Review and Audit the EPC Contractor’s Turnover Management System during phases of construction, pre-commissioning, commissioning, preservation, systems mechanical completion, training, ready for start-up, and all associated activities to transfer custody and control of the Sonangol Lobito Refinery site to the Client for final project closeout.

The Senior Refinery Turnover Management System Superintendent will support the Engineering and Construction Teams with commissioning and startup related inputs. Being an interface with the clients, this position requires a deep understanding of the technology combined with excellent communication and leadership skills. This role is responsible for reviewing the EPC Contractors’ practices in populating data into the Turnover Management System to achieve desired targets in conformity within established cost, quality, schedules, process performance and loss prevention.

This position will mobilize to Angola early 2025

KBR Home Office Responsibilities:

  • Review and Audit EPC Contractors

  • Turnover Management System (CMS) Execution Plan, to ensure the process and sequence of events leading to transfer principal responsibility of sub systems, system, unit and facility through construction, pre-commissioning, commissioning by EPC Contractor to full care, custody, and control to the Client throughout the project lifecycle

  • Take Over procedures per project contract requirements

  • Procedure to manage multidiscipline Contractors Turnover Completions procedure

  • Procedure to transfer information from fabrication yards into the CMS database

  • Methods to manage, coordinate and maintain up-to-date commissioning test procedures, piping test packs, punchless, preservation check sheets and inspection test reports ITRs

  • CMS database to ensure it is configured and validated against marked-up P&ID’s base on system/subsystems for Pre-Commissioning, Commissioning, Ready for Startup, etc.

  • Turnover Certificates and Dossiers

  • Ensure EPC Contractors

  • Perform the required completion tasks (Mark-ups, system identification, Check and Test Sheet allocation, Completion Dossier compilation, etc) while supplying the site construction, commissioning, and completions team with documents in a timely manner

  • Method(s) to assist with setting priorities for optimization of the construction and commissioning works schedule is defined and documented

  • Audit and verify EPC Contractors method of transferring technical information from the Engineering Registers into the CMS as the asset registers are built by the discipline leads and assigned A/B check sheets

  • Audit EPC Contractors

  • Methods to develop and implement processes as necessary to accommodate evolving/changing client procedure requirements effecting handovers

  • Procedure to ensure FAT carry-over punch-lists are consolidated, checked, and reconciled; in general, ensure the coherence and consistency of Punch-Lists

Project Site Responsibilities (Angola):

  • Audit EPC Contractors

  • Turnover management program to ensure the project is tracked and documented

  • Method to interact with construction, engineering, and planners to coordinate and facilitate System Handovers

  • Plant walkdown activities independently or as part of a team and review punch lists

  • Pre-commissioning/commissioning activities

  • Completion and certification certificates

  • Review and Audit EPC Contractor methods to manage, coordinate and maintain up-to-date commissioning test procedures, piping test packs, punchless, preservation check sheets and inspection test reports

Education, Experience, & Skills:

  • Bachelor’s degree in engineering or related field

  • 10 + years related experience with an average experience of 15 + years

  • In lieu of formal education 18 + years of experience with an average of 23 + years

  • Experience Setting Up a Turnover/Completions Management Database System to satisfy Handover to the Client

  • Experience Implementing work processes and support to enable sub-system and system turnover in a safe timely manner

  • Experience uploading Inspection Test Reports into the Turnover Management System and assigning them to specific tag items or test packs

  • Experience supporting construction and commissioning by developing a secure work process for punch list processing with (changes, updates, and closure)

  • Experience managing and operating a Turnover/Completions Management Database System such as: Zenator, Smart Completions, TOSTR, EasyPlant, WinPCS, MCPlus, CoConsole, etc.

  • Proven ability to work in the field to validate:

  • Completion dossiers

  • Inspection Test Reports

  • Completions certificates

  • A, B, C, Sheets

  • Punch lists items

  • Strong writing technical procedures and training materials to multi-discipline groups

  • Proficiency in MS Office Applications, Microsoft Projects, Visio, Power Point, Revu Bluebeam and Adobe Applications

  • Perform other duties as assigned
