Billing Coordinator Department: DPW / Water Employment Status: UFCW Administration, Non-Exempt; Full-Time Salary: Grade A04, Step 01, - Starting at \$19.84 per hour Certifications/Licenses: MA Class D Driver\'s License SUMMARY The City of Chicopee\'s Department of Public Works / Water Division is hiring a Billing Coordinator at the direction of the Billing Manger this position will be responsible for organizing and overseeing long term as well as day to day billing, meter reading, meter installation, meter data accounts, payment collection and customer relations. Expected to independently perform the full range of utility billing duties. This position works closely with the Chicopee Electric Light (CEL), Chicopee Information Technology (IT) and Department of Public Works (DPW) water meters, accounting, billing, and customer service department staffs to ensure the accurate preparation and mailing and collection of customer bills and invoices. Responsible for working with various customer focused systems, including an Advanced Metering Infrastructure system (AMI). This position is the City\'s customer representative, working with customers to provide an enhanced customer relationship and manage customer portal which provides 24hr 7 day/week access to tools and usage data for customers to better manage their water usage. ESSENTIAL DUTIES INCLUDE Works with the Billing Manager to manage assigned tasks, projects, and progress reporting. At the direction of the Billing Manger, manages and oversees the implementation, testing, integration, coordination, and long-term system needs of an Advanced Metering Infrastructure (AMI) for DPW water meters, utility collection, customer service, and billing including monitoring accuracy of all information in customer accounts. At the direction of the Billing Manager, and according to departmental policies performs difficult and complex billing duties of the work division including resolution of customer complaints, interpreting administrative policies, and resolving payment and service issues; assist in the coordination of the division\'s activities with other City departments and the public; establishes and maintains a customer service orientated environment. Monitor and manage AMI system alerts, analyze alerts, create reports, and take action when required, including working field investigations and/or troubleshooting. Uploading and downloading of data to/from AMI system, handheld and/or any other meter reading equipment. Other duties as assigned per the full job description. QUALIFICATIONS To be minimally qualified for this position, one must meet the following criteria: Extensive knowledge of the operations of MUNIS Software with emphasis on the water sewer billing and Microsoft Office Software (i.e. Windows, Excel, Outlook), required. Demonstrated customer service abilities related to Public Works and Utility Billing, required. Water meter technology experience is desired. Knowledge of office procedures and business office background, including knowledge of utility billing schedules and rate structures. High School diploma with five (5) years of payroll and general bookkeeping or related experience and/or training. Applicants shall have at least three (3) years of relevant experience in the accounting/business/utility billing field, preferably in the public sector; or equivalent combination of education and experience. Must possess a valid Massachusetts Class D Driver\'s License. SCHEDULE & COMPENSATION & BENEFITS This is a Full-Time, 40 hours per week position, with a schedule of 8:00 AM - 5:00 PM, Monday - Friday. This role is classified as Grade A04, Step 01, with a minimum starting pay of \$19.81 per hour, with periodic step and pay increases upon continuous completion of employment with the City of Chicopee.
