Village of Indian Hill Information Technology Manager in Cincinnati, Ohio

The position is responsible for the day-to-day operations, development, oversight, management and coordination of all technology related functions within the City of the Village of Indian Hill. The Information Technology Manager is a key member of the management team and functions with a high degree of independence and utilizes mature judgment and planning abilities to establish priorities and programs to manage and configure the City's technological infrastructure to best meet the City's information needs. Being the sole IT "Person" for the entire City, this position requires a thorough working knowledge of networks, servers, computer software applications, hardware, program development and project management. This position also requires people "soft" skills as much of this position also involves face-to-face, end-user support and troubleshooting. The scope of responsibilities is varied and progressive as the technology field is constantly changing and advancing. The Information Technology Manager is a direct report to the City Manager and acts as the primary technology advisor to all City departments.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Directs, plans and controls the activities of all computer hardware, software and internet/intranet web site operations for all departments, including multiple facility network system administration.

Develops standards for, and provides training on, computer hardware, software, applications and operating systems.

Maintains a database accounting for all City technology hardware and software and appropriate licenses; negotiates the terms of hardware and software maintenance contracts; oversees all communications with hardware and software vendors; and, manages proper licensing of all software applications and hardware devices.

Manages vendor contracts, including the management of contract personnel to assist with the City's technological needs.

Recommends proper equipment and tools for all administrative, technology and communication functions and purchases.  Assists in the development of operating procedures, policies, rules and regulations.

Administers user rights for network use.

Reviews technical issues and implements solutions; designs and directs implementation of network enhancements and revised functions.

Analyzes integrated local and wide area network and client/server functionality, protocols, peripherals and security and evaluates and recommends computer-based solutions.

Installs, upgrades and configures network devices, such as routers, terminal servers and switches.

Monitors network performance, designs and coordinates the planning and execution of system upgrades and equipment replacement; determines most cost-effective way to repair, maintain, or replace defective equipment.

Serves as Network Security Administrator - maintaining all IT security solutions including firewalls, anti-virus, intrusion detection and prevention, malware, spam, email and web filtering, virtual private networks (VPN) and local area networks/wide area networks (LAN/WAN).

Functions as the Backup Administrator - maintaining and ensuring data integrity; implement effective backup strategies; maintain proper storage availability levels; and perform timely restorations and recoveries.

Configures City servers, designs, deploys and maintains computer networks and systems; connecting and disconnecting cabling and connections as needed.

Acts as Server Administrator - monitoring, maintaining, supporting, and optimizing all hardware, software and associated operating systems - both physical and virtual environments. 

Configures, deploys and supports desktop/laptop computers.

Creates, controls and maintains an inventory for all hardware, software, licenses and updates.
