ABOUT THE RPC:

The Clarksville Montgomery County Regional Planning Commission (RPC) has an exciting opportunity for an Addressing Technician to assist in property numbering, road naming, and E-911 support. Located just 40 miles northwest of Nashville, Clarksvilles location and affordability are hard to beat. The RPC is an independent government body responsible for land use in Clarksville and Montgomery County, Tennessee. Our team of 12 dedicated professionals is committed to smart growth and economic development by providing services in the areas of zoning, subdivision, site plan and design review, transportation, and long-range planning. Serving one of the fastest-growing cities and counties in the state and country, the RPC is seeking a self-starting Addressing Technician with initiative and drive to help guide growth well into the next decade.

Working under limited supervision of the Director of Planning and the Deputy Director of Planning the Address Technician performs professional and technical work in the areas of address assignment, road naming, and coordination with E-911 services.

Typical Responsibilities include but are not limited to:

  • Assigning Address numbers to new Subdivisions and Site Plans.
  • Manage the Master Street Address Guide (MSAG) record for the City and County.
  • Solve address and road name-related issues and corrections.
  • Coordinate with multiple agencies (E911, USPS, APSU, Tax Assessors Office, etc.) to ensure accurate records.
Example of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Responsible for the management of the addressing for the City of Clarksville and Montgomery County, while liaising with multiple government agencies (USPS, E911, APSU and County Assessors Office) to ensure consistent alignment and to resolve inconsistencies that arise.
  • Geographic Information Systems (GIS) and other databases experience in maintaining and track updates while resolving addressing issues throughout the County.
  • Ability to interpret a subdivision plat (large and small) and review them according to regulations in place.
  • Ability to communicate effectively in written and spoken form, including preparing address action letters and requests for technical or administrative purposes.
  • Ability to use and communicate complex problems and graphics sets and draw reasonable conclusions and recommendations.
  • Ability to work independently with limited supervision and/or lead small teams.
  • Furnish technical advice and general information to various city and county departments, agencies, boards, commissions, and private citizens relative to Addressing and the process.
  • Assists in indexing, filing, and storage of data.
  • Conduct site visits, when required to resolve numbering or naming issues.
  • Professionally answers the telephone; provides information, advice, and guidance; relays messages, emails, or calls to appropriate personnel; returns calls and emails promptly.
  • Other duties as assigned by the Director of Planning.
Typical Qualifications

EDUCATION AND EXPERIENCE:

Minimum qualifications are an Associate's Degree in a field similar to urban planning, landscape architecture, geographic information systems, or geography, and a minimum 3 years experience in GIS mapping and technical work.

KNOWLEDGE:

Ideal candidates will possess the following knowledge:

  • Be a proficient reader, writer, and researcher.
  • Ability to read a variety of maps and general survey ocuments.
  • How to independently research problems to find the solution as well as the cause to eliminate reoccurrence.
  • The capabilities of Geographical Information Systems (GIS) as it relates to parcel,s addressing, and road networks.
  • Ability to work in a modern office with modern practices, procedures, and equipment.
  • How to tactfully deal with the public and co-workers; to exercise good judgment in evaluating situations leading to decisions; to express ideas clearly, concisely, and convincingly.
  • How to manage multiple ongoing projects.
Supplemental Information

PHYSICAL REQUIREMENTS:

Positions in this class typically require: talking, hearing, seeing, and manual dexterity.

Light Work:Exerting up to 40 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Out of office work on or in proximity to urban or rural roadways ormay be subjected to uneven, rough terrain at work sites at remote locations which may require using steps, ladders, unpaved pathways, etc.

Incumbents may be subjected to extreme temperatures, inadequate lighting, work space restrictions, intense noises, and travel when out of office.
