Description of Job

The Work Unit

The Prevention Services Divisionworks with public and private partners across Colorado to improve the health of all Coloradans. Division professionals develop, review, implement and evaluate public health interventions proven to promote healthy living, prevent chronic disease, protect against injury and ensure access to health care and opportunities for a healthy lifestyle. The Division is committed to the professional development, collaborative effort and sustained wellness of its workforce. The Prevention Services Division is actively building a workforce reflective of the diverse communities we serve. The Division strives to understand the needs of Colorado’s communities and encourages contributions of stakeholders in identifying and solving public health problems. The Children, Youth and Families (CYF) branchis the organizational entity within the Prevention Services Division that plans, designs, implements, and evaluates public health interventions related to pregnant and postpartum people, children and youth, including children and youth with special health care needs, with a goal of maximizing the health and well-being of Colorado’s maternal and child health population. Special emphasis is placed on evidence-based practices, data-based decision-making, training, technical assistance, community partnerships, and integration of various branch program efforts to assure health outcomes are maximized. The branch consists of the following four sections: Family Adversity & Mortality Prevention Section, MCH Workforce Development Section, Children and Youth with Special Health Care Needs Section, and Maternal and Child Health Section. This position is in the Family Adversity & Mortality Prevention Section.

The Position

The position guides the strategic direction for the Maternal Health Program and is responsible for ensuring the implementation of programmatic initiatives and alignment across funding sources to support policy and systems change to improve maternal health.

This includes serving as a resource and providing consultation to internal and external partners related to public health priorities for the pregnant and postpartum population, including guidance on implementation of evidence-based programs and best practices. Develops and monitors grant objectives, programmatic activities, data collection, reporting, and budgets for the Maternal Health Program, including funded activities for the Maternal Mortality Prevention Program and the State Maternal Health Innovation grant. This includes contributing to, reviewing and approving final grant reporting documents and required legislative reports prior to moving forward for department approval.

Responsible for oversight and contract monitoring of any contracts funded by grants and state general funds, including ensuring compliance with all state and federal fiscal requirements including appropriate expenditure of funds. Responsible for applying health equity, reproductive justice and intersectional lenses to the identification, development and implementation of maternal mortality and morbidity prevention recommendations and the promotion of maternal health and well-being. Supervises Maternal Health Program staff to promote achievement of work plan objectives, accountability, career growth and professionalism. As their supervisor, the position plans and reviews performance of the program as a whole and on an individual level amongst team members.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Must meet one of the following or any combination of experience/education to meet the qualifications:

Experience Only:

Eigh t (8) years of relevant experience in public health, mental health, health care, health policy, health systems, and/or with programs involved in promoting and implementing public health initiatives. This experience must include experience in maternal health.

OR

Education and Experience:

A combination of related education, graduation from an accredited college or university in public health, psychology, social work, medical anthropology, nursing, or closely related field and/or relevant experience in public health, mental health, health care, health policy, health systems, and/or with programs involved in promoting and implementing public health initiatives. This experience must include experience in maternal health equal to Eight (8) years.

Substitutions:

  • A master's or doctorate degree in public health, psychology, social work, medical anthropology, nursing, or closely related field may substitute for the required experience on a year-for-year basis.

Preferred Qualifications and Essential Competencies

The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:

1) Strong interpersonal skills; demonstrated proficiency in working collaboratively with internal teams, technical and community partners, diverse public stakeholders, health clinics and medical providers;

2) Understanding of racial equity and health equity principles, including understanding of the social determinants of health and reproductive justice frameworks.

3) Experience in grant writing and grant management;

4) Experience managing program budgets and monitoring contracts, including strong attention to detail;

5) Strong facilitation skills, including the ability to organize, motivate, and communicate with a large group to meet specified objectives;

6) Strong skills to build and maintain effective collaborative relationships with diverse partners to set goals, resolve conflicts, and achieve deliverables;

7) Strong skills and abilities in verbal and written communications; ability to adapt a style to fit diverse audiences of varying technical levels, and at various levels within an organization, in groups and individual settings;

8) Adapts quickly to change and easily considers new approaches. Manages competing demands. Adapts behavior or work methods to best fit the situation in response to new information, changing conditions, or unexpected obstacles. Effectively deals with ambiguity.

9) Experience with maternal health initiatives, including experience addressing physical, social and emotional stressors that can exist during and after pregnancy and/or working within health systems where pregnant and postpartum individuals access care and support.

10) Experience supervising employees and demonstrated ability to decide pay, employee status, and disciplinary actions; interview applicants and recommend hires.
