Description of Job

The Total Rewards Director oversees the daily operations, strategic planning, and goals of three critical business lines in the Division of Human Resources (DHR) including the Employee Benefits unit, Employee Leave, and the Compensation team. These units manage the design, maintenance, and enhancement of the classified job evaluation system, compensation system and policies, the annual compensation survey, personal services contracts, Fair Labor Standards Act for the State, tuition reimbursement, leave, FAMLI, and state employee benefits programs.

This position oversees the Manager of the Employee Benefits Unit, the Compensation Manager, and Statewide Leave Manager.

This position plans and oversees work in these units, including recommended methods to analyze and assess the effectiveness of unit functions; solutions to major disputes with agency representatives, recommended changes to policy, law, unit systems, and implementation alternatives (e.g., job evaluation system, compensation techniques), and monitoring operating funds and advising management on issues that impact the budget and operations. Position provides strategic statewide HR guidance to assist departments in identifying and resolving problems, improving processes, reducing risk, and complying with state and federal law and regulations as well as the state's union agreements.

This position regularly presents to the Joint Budget Committee (JBC), Office of State Planning and Budgeting (OSPB), and other stakeholders on items associated with the State's compensation position and philosophy.

*MINIMUM QUALIFICATIONS:

Experience Only:

At least ten (10) years of experience in Human Resources, which must include experience in a combination of classification, compensation, employment compliance, employee relations, performance management, total rewards, and/or talent management, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives

Education and Experience:

A combination of related education and/or relevant experience in Human Resources, which must include experience in a combination of classification, compensation, employment compliance, employee relations, performance management, total rewards, and/or talent management equal to at least ten (10) years, two (2) of which must have included experience with public or business administration, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives

The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Consulting skills are a must, including critical thinking, managing projects and change, dealing with ambiguity and persuading decisions on behalf of the organization.

  • Experience analyzing trends and metrics to develop solutions, programs, and policies.

  • Strong experience aligning HR strategies to business operations in a highly regulated environment.

  • Demonstrated ability to inspire creativity and innovations as evidenced by planning and implementation of compensation programs and strategies that further the achievement of organizational goals.

  • Experience testifying before legislative bodies.

  • Strong capability to partner and build credibility with business and HR leaders.

  • Flexibility to meet continuously changing priorities and challenges.

  • Experience developing and/or implementing project management and change management strategies.

  • Strong organizational and planning skills; attention to detail; productive without compromising quality.

  • Experience in compensation, benefits and/or leave in the public sector.

  • Ability to work under tight deadlines and adapt to changing priorities.

  • Effective interpersonal and relationship building skills with all levels of the organization.

  • Fluency in Google, Microsoft Office Suite (Access, Excel, Word, and Outlook), and ability to quickly learn and apply other software.
