Description

Under general supervision, the Program Analyst III – Choice Neighborhoods Development Specialist is an intermediate-level professional located within the City of Detroit Housing and Revitalization department's Choice Neighborhoods team. The Program Analyst III – Choice Neighborhoods Development Specialist advises on the evaluation of the effectiveness and feasibility of programs and operations relating to housing and neighborhood development projects, as well as investment and expenditure of government grant funding.

Examples of Duties

  • Manage the department’s participation in housing and neighborhood development projects and investment of federal grant funds.

  • Partner with the Neighborhood specialist the drafting, release, and awarding of requests for proposals for critical community improvements.

  • Collaborate with other departments and institutional partners to promote transformational projects that align with strategic priorities and comply with City and departmental policies.

  • Attend, participate in, and/or lead meetings of other governmental agencies, businesses, and community groups as assigned and summarize discussion and action items; draft responses to requests for information.

  • Manage, allocate and track various government funds and key deliverable dates, primarily regarding housing, neighborhood and mixed-use developments.

  • Assist developers and colleagues with navigating City, Federal, Environmental and other regulatory protocols for Choice Neighborhoods implementation.

  • Communicate with members of the public regarding development projects and policies.

  • Serve as program manager by processing invoices and monitoring compliance for critical community improvements.

Minimum Qualifications

Qualifications (required):

  • Bachelor's degree from an accredited college or university, with major course of work in business administration, public administration, public policy, economics, finance, accounting, urban studies, information technology, or a closely related field.

  • Minimum of three (3) years of professional experience involving the systematic review, analysis, interpretation, and evaluation of grants, housing development, or other financial data is required.

Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

RETIREMENT BENEFITS

City Employees Retirement System

As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:

• Completion of thirty (30) years of service;

  • At age sixty (60) if you have at least ten (10) years of service, or

  • At age sixty-five (65) with eight (8) years of service.
