Commander, Navy Installations INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) in Deveselu, Romania
Summary You will serve as an INFORMATION TECHNOLOGY SPECIALIST (PLCYPLN) in the N6 - Information Technology Division of NSA DEVESELU. Responsibilities You will exercise staff direction, operational coordination and review, over the development, modification, and application of Base Operating Support (BOS) systems. You will perform financial management duties to include responsibility for budgeting, programming, execution and performance monitoring. You will provide technical guidance for Information Management (IM) acquisition and procurement, standards and policies. You will oversee the installation Software Application Portfolio and lead base wide studies pertinent to the application of higher authority database and/or application systems plans. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Reviewing work methods and procedures for opportunities to improve efficiency or effectiveness, has responsibility for finding ways to eliminate significant bottlenecks and barriers to production. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Assisting customers in installing applications, trouble-shoots post-installation problems, and coordinates the technical support of deployed applications. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Giving advice, counsel or instruction to employees on both work and administrative matters. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Reviewing IT programs to assess overall compliance with IT plans and policies and alignment with business requirements and processes or changes in legislation or regulatory requirements. In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Planning and developing new projects, program execution and oversight of Information Technology (IT) services; 2) Evaluating the impact of new guidance and policies on IT programs; 3) Identifying issues and resolving critical problems on projects related to IT systems and life cycle management; and 4) Overseeing budget execution for Information Technology projects. ADDITIONAL INFORMATION: This position is located on an austere U.S. military base in Deveselu, Romania with limited amenities normally provided on a larger base. Applicants must understand they will not live on base or have access to government lodging facilities. They are required to obtain living quarters on the local economy and ensure they have their own method of transportation to the installation. Caracal, Romania, the closest town to the base, is approximately 5 miles from the base. 1. This is an 18 month unaccompanied tour. 2. Medical care is not available on base except emergency care to prevent loss of life, limb, or eyesight. Candidates with chronic medical conditions or those who require regular specialist medical care may not find suitable treatment locally. Candidates must understand they need medical insurance or to be able to pay for their medical expenses out of pocket on the economy. There is a limited or no access to non-emergency medical/dental care in local area hospitals. This includes dental, optometry and pharmacyneeds. 3. Living Quarters Allowance (LQA) is provided to eligible civilian employees. 4. Shipment of Privately Owned Vehicles, motorcycles and mopeds is not authorized. 5. Meals are available for purchase from the installation dining facility at the DOD meal rate. 6. This is a non-cash base and only credit/debit cards are used for purchases. 7. Involuntary Separate Maintenance Allowance (ISMA) may be authorized IAW DSSR 260 to assist an employee to meet the additional expenses of maintaining members of family elsewhere than at the employee's foreign post of assignment because of dangerous, notably unhealthful, or excessively adverse living conditions at the employee's post of assignment in a foreign area, or for the convenience of the Government.
