In support of this vision, the incumbent manages, directs, and coordinates the Facility Services Division, which includes Building Maintenance, the Carpenter Shop, Painter and Custodians. This position within the Authority guidelines negotiates and/or reviews contracts, implements initiatives to mitigate energy consumption, and analyzes staffing structures to maximize operational efficiency.

Essential Job Functions

Position Responsibilities

The incumbent reports directly to the Chief of Facilities and Fleet Operations as does the Deputy Chief, General Manager of Quality Control and Oversight, the General Manager of Fleet Operations, the General Manager of Building Maintenance, and the Custodial Manager.

The position is responsible for directing the Facility Services Division to fulfill its designated functions. The Facility Services Manager interacts with all departments within the Authority to provide seamless support and maintenance to meet the demands of a dynamic government environment.

Through personal inspection and communication with the Deputy Chief, General Manager of Building Maintenance, Building Maintenance Managers, Property Shop Manager, the Custodial Service Manager and Custodial Supervisors, the Facility Services Manager assists in determining the mechanical, electrical, water, sewer, carpentry, and custodial needs of the various facility systems and meets the future needs of the Authority by employing a proactive style of management. The Facility Services Manager works closely with the Chief of Facilities and Fleet Operations and interacts with other Department Chiefs, Deputy Chiefs, Managers, and their various subordinates. The Facility Services Manager also works closely with outside vendors and contractors providing various goods or contracted services.

The Facility Services Manager ensures the Custodial Units cleans and maintains 180 facilities and enforces standards for cleanliness within the Authority. The Facility Services Manager also ensures that carpenters and painters make the appropriates structural and cosmetic repairs to the facilities as needed and that general maintenance standards are adhered to. The Facility Services Manager also ensures that building mechanical systems, electrical systems, water, and sewer, are maintained in a professional and cost-effective manner.

The Facility Services Manager responsibilities include but are not limited to:

  • Provide an optimum level of service in the areas of Central Administration Facility, Toll Plazas, and Maintenance Facilities, thus assuring minimal interruption of services.
  • Review contract and project plans relating to Building Maintenance, Carpentry and Custodial Services and recommends and im lements changes to improve operations.
  • Assists in the preparation of the annual operating budget for Building Maintenance, the Carpenter Shop, and the Custodial Unit.
  • Prepares written justifications for purchases of capital projects or capital equipment and various other items and prepares the supporting documents as required.
  • Assists in the development of training for subordinate staff as required.
  • Evaluate subordinate staff and review performance.
  • Remain current with various green and energy saving initiatives and implements improvements when possible.
  • Assists in the establishment of facility related contracts for goods and services.
  • Other duties as assigned.
