DUCHESNE COUNTY AUDITOR Building Inspector: I/II/III and Inspector in Training in DUCHESNE, Utah

POSITION PROFILE

Under the direction of the Building Chief Official, Building Inspectors at all levels ensure compliance with Duchesne County Zoning Ordinances, State Construction building codes, and safety regulations through thorough inspections and evaluations. Inspectors are essential for maintaining building safety and compliance standards across residential, commercial, and industrial properties.

KEY RESPONSIBILITIES

  • Conduct detailed site inspections of foundations, footings, plumbing, mechanical, electrical, masonry, etc., to identify code violations and ensure structural integrity.
  • Review and approve building plans, specifications, and blueprints for compliance.
  • Liaise with builders, architects, and property owners to discuss and resolve issues.
  • Keep required records of inspections, reviews, communications with involved parties, etc.
  • Document inspection results and enforce compliance with legal and safety standards.
  • Provide guidance and support on building regulations and compliance requirements.

Minimum Qualifications:

Inspector in Training:

  • Education: High school diploma or equivalent.
  • Certifications: You must enroll in and pursue ICC Residential certification in the four major inspection categories (Building, Electrical, Mechanical, and Plumbing) and become certified within one year.
  • Experience: No prior inspection experience required.
  • Supervision: Will work under direct supervision of a state-licensed inspector for a minimum of 150 hours, followed by indirect supervision for the remainder of the two-year training period.
  • Special Requirements: Valid Utah Driver's License; must avoid any conflict of interest with Duchesne County Department of Building Safety work.
  • Restrictions: May not engage in contract work that would require inspection by Duchesne County Department of Building Safety due to conflict of interest.
  • Continuing Education: Expected to pursue ongoing training in ICC standards throughout their training period.

Inspector I:

  • Certification: Must possess one or more pertinent International Code Council (ICC) Certifications and/ or State of Utah Certified Limited Inspector in at least one area of residential inspection (plumbing, electrical, mechanical, building)
  • Experience: A minimum of one year of inspection background or construction experience is preferred, and one must be able to obtain the four major residential inspection licenses (Building, Electrical, Mechanical, and Plumbing) within one year of hire.
  • Education: High school diploma or equivalent; technical training or coursework in construction or related field preferred.
  • Skills:
    • Basic knowledge of local building codes and regulations.
    • Cooperative problem solving; ability to communicate effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.
  • Continuing Education: Required to participate in ongoing training, particularly ICC updates and other relevant certification courses.

Inspector II:

  • Certification: Must possess ICC Certification in both Residential and Commercial Inspector in the four major inspection categories (Building, Electrical, Mechanical, Plumbing)
  • Experience: 2+ years of relevant inspection experience.
  • Education: High school diploma or equivalent; technical training or coursework in construction or related field preferred.
  • Skills:
    • In-depth knowledge of residential building codes, ability to mentor junior inspectors, and proficiency in digital inspection tools.
    • Advanced cooperative problem-solving skills; ability to communicat effectively verbally and in writing; read and interpret plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; perform advanced mathematical calculations; develop and maintain effective working relationships with elected officials, federal agencies, state agencies, local governments, subordinates, and the public.

Inspector III:

  • Certification: Must possess ICC Certification in both Residential and Commercial Inspector in the four major inspection categories (Building, Electrical, Mechanical, Plumbing).
  • Experience: 5+ years in building inspection, including supervisory roles.
  • Education: Education: High school diploma or equivalent; technical training or coursework in construction or related field preferred.
