THIS IS A PART-TIME TEMPORARY POSITION (9 MONTHS OR LESS) - PAYING $25.00 PER HOUR FOR APPROXIMATLY 12.5 HOURS PER WEEK.

Employment tentatively starts 05/28/2024 THROUGH 11/19/2024 with a non-working interval between the primary and general election cycles (no work during July and August).This is an at-large position with all work being performed in the Ute Mountain Ute and Southern Ute Tribal communities located in the La Plata County, Colorado area.

Description of Job

This position will work with the office of the Secretary of State to increase Native American voters’ knowledge of key dates, important deadlines, requisites for voters, and other important information necessary for tribal members to engage the electoral process. Most importantly, this position will help identify and implement strategies to remove voter access barriers, and therefore help improve the administration of the upcoming June 25th, 2024, Primary Election and the November 5th, 2024, General Election through voter education.

This position will:

  • Work in coordination with The Department of State’s Public Engagement personnel and Elections Division to serve as the main coordinator for the Secretary of State’s Office outreach and engagement with the non-tribal and tribal territory Native American communities. Specifically the Ute Mountain Ute and Southern Ute communities in La Plata county.

  • Utilize personal knowledge and experience with each community to research, understand, and address historical barriers to voter access and information gaps.

  • Based on knowledge and relationships, translate concerns and reasons on low voter engagement into innovative community outreach and engagement opportunities.

  • Build trust between the tribes and the Office of the Secretary of State

  • Build trust in the state and federal election process, increase baseline understanding of election operations and timelines with various members of the community, and propose long term solutions to maintain increase participation rates.

  • Identify key partners and voices within the community to assist in the work which may include but are not limited to, Tribal Council, elder groups, student groups, local level civic engagement groups.

  • Attend community events in afternoons or evenings as necessary.

  • The Tribal Voting Education Coordinator is responsible for leading all community engagement and outreach with assigned tribe(s).

  • Uplift information and media posts about ballots being mailed, BallotTrax, Text2Cure, mailing deadlines, replacement ballots, and more.

As part of the work, the Tribal Education Voting Coordinator needs to:

  • Research, understand, and identify barriers and concerns around voting and voter registration among the tribe and community.

  • Develop community outreach and engagement plan and list of objectives and submit to CDOS for review and input.

  • Schedule and participate in regularly scheduled check-ins with CDOS for discussion of the outreach and updates on work.

  • Update plan with details on strategies, partners, and specific engagement opportunities.

  • Submit timely and accurate timesheets to CDOS staff.

  • Submit a final, brief, summary of work, engagement, and opinions on challenges and opportunities engaging the tribal community around federal elections at the conclusion of the 2024 General Election.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM REQUIREMENTS:

Applicants must:

  • Demonstrate active participation in the non-tribal and/or tribal land Native American community and relationships with community leaders.

  • Your applicationmustinclude specifics around your association and involvement with tribal and/or non-tribal land Native American communities, including examples of your relationships and interactions within the community.

  • Possess an interest in removing barriers to voter access and building trust in the election process.

  • Display strong interpersonal communication skills (written and oral).

  • Have the ability to work effectively with little supervision.

CONDITIONS OF EMPLOYMENT:

  • Per Colorado constitution, a temporary employee may work for the State no more than nine (9) months or 1560 hours in a 12-month period. The 12-month period is not defined as a calendar or fiscal year, but a rolling 12-month period that begins with the month of the first day of work for the temporary assignment.

  • As a temporary employee, Temporary Aides pay state, federal and local (if applicable) taxes, Medicare tax, and contribute to the Colorado Public Employees' Retirement Association (PERA). They also receive Workers' Compensation coverage. A temporary employee does not receive health/dental/life insurance benefits and does not receive annual/holiday pay. Temporary employees are called to work on an as-needed basis; there are no set hours or guarantee of hours.

  • The anticipated timeframe for this position is from 05/28/2024-11/19/2024 with a non-working interval between the primary and general elections (no work during July and August).

  • This position will be required to undergo a criminal background check.

  • Travel with-in the state will be required to perform job-related duties.

  • This position may require varied working hours including nights and weekends.

  • Accurate work hours and other documentation must be reported in a timely manner to CDOS staff to ensure payroll processing.
