Service Supervisor - Position Highlights: Overall hands-on supervision and administration of service department, to include complete responsibility of service staff. Ensuring prime physical condition of the community, prompt quality service request responses and market ready apartments. Enforcing adherence to environmental and OSHA regulation policies and procedures. Statistical reporting and budget responsibilities. Essential Responsibilities Include, But Are Not Limited To: 1. Conduct any and all communications with our customers, prospects, applicants, residents, or coworkers in a manner consistent with the Companys Customer Service Program and philosophy. 2. Ensure adherence to all company policies and procedures. ADMINISTRATION 1. Policy judgments (i.e., policy exceptions). 2. Review computerized purchase order/budget reports. 3. Assist Property Manager in responding to all service-related complaint letters and legal resident-related problems. 4. Review and analyze Property Managers Daily Report (432A). 5. Review and analyze Service Supervisors Daily Report. 6. Supervise the preparation of and accountability for the following budgets and ensuring operation within budget limits: a. Area Apartments b. Ordinary Operations Cash Flow for related accounts 7. Review, understand, comply and ensure compliance with the Operations and Maintenance (OandM) Plans for Lead-Containing Coatings (Lead), Asbestos-Containing Materials (Asbestos), Mold and Moisture Control (Mold) and Methamphetamine Laboratory Decontamination and Re-occupancy (Meth), the Asbestos Work Practice Manual, the Respiratory Protection Program, the Emergency Response Plan and the Hazard Communication (HazCom) Program. 8. Implement all OandMs and Programs at the property level. Implement and enforce work practices as outlined in the OandM Plans, Programs and Asbestos Work Practice Manual, as applicable. 9. Participate in, implement, and enforce requirements of the Respiratory Protection Program. 10. Provide responses to all questions regarding Asbestos, Lead, Mold and Meth. 11. Implement Material Safety Data Sheet (MSDS) recommendations for the HazCom Program. 12. Inventory: a. Adhere to Company Inventory procedures. b. Ensure service personnel understand and adhere to company policy regarding Inventory procedures 13. Other duties as assigned. PERSONNEL 1. Maintain personnel strengths (hire and termination authority) and pay rate scales as requested by the Vice President of APM. 2. Approval/Disapproval of all requests for pay changes for submission to the Property Manager (final approval by Regional Property Manager). 3. Interview applicants for all service positions. 4. Approval of sick, vacation and any other types of leave from work. 5. Time sheet approval for all service employees. 6. Require training of employees on the OandM Plans for Lead, Asbestos, Mold and Meth, the Asbestos Work Practice Manual, the Emergency Response Plan, the HazCom Program and the Respiratory Protection Program, as applicable. 7. Ensure that all necessary Personal Protective Equipment is available to employees. 8. Train employees as new chemicals (MSDSs) are introduced in the workplace in accordance with the HazCom Program. HAZARD COMMUNICATION PROGRAM 1. Maintain the Chemical Inventory List and MSDS Manual to accurately reflect chemical inventory. 2. Reject any chemical for which an MSDS is not received. 3. Ensure that all containers are properly labeled. 4. Arrange for training of any new employee who may use a hazardous chemical. 5. Ensure that employees are not exposed to a hazardous chemical unless proper training and personal protective equipment have been supplied. 6. Enforce on-site compliance with the HazCom Program policies and procedures. 7. Conduct an annual inventory of all hazardous chemicals stored in the service area and compares the inventory to the Chemical Inventory List. Alert the Property Manager of any discrepancies between the two. 8. Post required notices and posters. SERVICE 1. Supervise the following service employees: service technicians, carpenters, lifeguards/pool attendants, and regional tradesmen when in his/her area, in conformance with the HazCom Program, the Respiratory Protection Program, the Emergency Response Plan, the OandM Plans for Lead, Asbestos, Mold and Meth, and the Asbestos Work Practice Manual. 2. Supervise all service on-site operations including, but not limited to regular service, turnover service, vehicles, beepers, equipment, paper flow, and communication in conformance with the HazCom Program, the Respiratory Protection Program,Emergency Response Plan, the OandM Plans for Lead, Asbestos, Mold and Meth, and the Asbestos Work Practice Manual. 3. Supervise service request completion to include maintaining an acceptable level of completed work orders. 4. Ensure that all inspection reports are completed prior to the next inspection, or at the discretion of the Regional Property Manager. 5. Provide quality control. 6. Review and make suggestions on major equipment acquisitions. 7. Review new products as well as service and turnover procedures. 8. Supervise regular annual inspections for the condition of Presumed Asbestos-Containing Materials (PACMs), Lead-Based Paint (LBP), smoke alarms, and any other items as designated by the Regional Property Manager. APARTMENT TURNOVER 1. Daily scheduling of work on vacant and occupied apartments for service technicians, painters, janitors, carpenters and shampoo technician. 2. Maintain up-to-date charts on vacant apartments. 3. Quality inspection of ready vacant apartments. 4. Ensure that apartments of all types are available at all times. 5. Complete exit inspection (Form 101) on vacant apartments (with attention to lead-based paint) within 3 days. CRITICAL REQUIREMENTS FOR POSITION: 1. Education: High School diploma or equivalent. 2. Experience: Three years of building maintenance experience in a supervisory capacity. Must be EPA and CFC certified. *In conjunction with the above, the following may be substituted or combined to meet critical requirements: Certain other supervisory/administrative experience related to apartment property management. 3. In accordance with the Respiratory Protection Program, employees must obtain medical clearance to wear a respirator (provided by the Company), be clean-shaven, and consent to wear a respirator. 8. Must fulfill training requirements as outlined in the OandM Plans, Programs and the Asbestos Work Practice Manual, as applicable. 9. Personal Qualities: a. People-oriented b.
