Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Qualifying experience would be demonstrated by: Incumbent works closely with client business owners/stakeholders to understand their vision, document it, and help identify the priority and business value of the features. Gathers high-level requirements (business, functional and technical) using collaborative, face-to-face meetings with the customers, stakeholders and the development team. Maintains and analyzes a repository of command processes including all of the command processes, descriptions and stakeholders. Identifies critical process gaps and redundancies, and makes recommendations on high priority gaps. Works directly with section representatives to formulate, develop, and implement processes that evaluate, correct, and improve operational effectiveness and organizational performance. Provides advice, guidance, and coaching to team members regarding mission, vision, operations, policies, and procedures. Incumbent provides comprehensive support to MARFORCYBER Information and Knowledge Management (IKM) as a technical and program expert. The incumbent applies expert professional knowledge of information technology policy and techniques, process improvement, data management, and related disciplines to perform duties required by MARFORCYBER IKM. MAJOR DUTIES: Product Development - Incumbent works closely with client business owners/stakeholders to understand their vision, document it, and help identify the priority and business value of the features. Gathers high-level requirements (business, functional and technical) using collaborative, face-to-face meetings with the customers, stakeholders and the development team. Works as product owner in an Agile environment to write the user stories, acceptance criteria, backlog grooming and prepare required items to support release/program increment (Pl) planning. Works with business owners and development team to bridge the gap in understanding the vision and requirements. Process Development - Maintains and analyzes a repository of command processes including all of the command processes, descriptions and stakeholders. Identifies critical process gaps and redundancies, and makes recommendations on high priority gaps. Develops or assist the sections in development of Standard Operating Procedures (SOPs), workflow diagrams, and other process documentation. Assists with improving Standard Operating Procedure (SOP) repositories on all networks. Researches effectiveness of SOPs, organizes content to ensure ease of access, and disposes of SOPs no longer in use. Conducts stakeholder interviews and develops surveys to solicit feedback from customers and learn about command processes. Process Improvement - Works directly with section representatives to formulate, develop, and implement processes that evaluate, correct, and improve operational effectiveness and organizational performance. Provides advice, guidance, and coaching to team members regarding mission, vision, operations, policies, and procedures. Ensures team goals and objectives are consistent with organizational goals. Recommends process changes to correct and improve product delivery, quality and reduce production costs. Maintains statistics on process improvement efficiencies to ensure that changes are improving MARFORCYBER's business posture. Information Analysis - Works directly with section representatives and command leadership to use analytical and logical reasoning to gain information from the data. Identifies, gathers, and organizes information to determine proper methods for analysis. The main purpose of information analysis is to find meaning in information so that the derived knowledge can be used to make informed decisions. Information and Knowledge Management - Incumbent provides comprehensive support to MARFORCYBER IKM as a technical and program expert. The incumbent applies expert professional knowledge of information technology policy and techniques, process improvement, data management, and related disciplines to perform duties required by MARFORCYBER IKM. Performs other duties as assigned. Education Additional Information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f This position is covered by the Department of Defense Priority Placement Program. This position is not telework eligible. JOB SUMMARY CONTINUATION: Serves as a senior Business Process Analyst for coordination and implementation of the process improvement methodologies and practices to improve a variety of command processes. Extensive knowledge and skill in process development and improvement, e.g. Lean Six Sigma methodology, is required. Understanding of Agile development methodologies is also imperative. Additionally, serves as the Knowledge Analyst to develop, update, maintain, and produce content for knowledge bases, frequently asked questions (FAQs), and web tools. Assesses data quality, analyzes data, creates data visualizations, and works with decision makers to ensure data meets their needs.
