Commander, Navy Installations SOCIAL SERVICE REPRESENTATIVE in Guantanamo Bay, Cuba

Summary You will serve as a SOCIAL SERVICE REPRESENTATIVE of the Cuban Community Assistance Program (CCAP) of NAVSTA GTMO. Responsibilities You will develop and implement a social services program that addresses the needs and the quality of life of special category residents. You will direct programs (administrative assistance, legal/financial, base residency, travel orders/vouchers, auto registration, housing assignments/maintenance, change of station, local moves/personal property, transportation) for a community. You will develop innovative solutions to unique problems and provide expert advice and recommendations to military and community leaders. You will mediate conflicts that arise between residents and service providers. You will present community assistance program materials to senior leaders (e.g., flag level officers, civilians). You will complete written assignments for a community assistance program. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using the knowledge of military community activities, command relationships, and general understanding of internal and external installation functional relationships to establish and maintain effective working relationships for an organization; 2) Evaluating and troubleshooting day-today life challenges to service providers and managers on complex or controversial issues; 3) Applying analytical and evaluation methods and techniques to issues and special projects for a command; and 4) Skill in written and verbal communication in both English and Spanish to present materials professionally to large and small groups (i.e., flag officers, civilians). Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.
