Job Summary:

Compass Point Federal (Compass Point) is looking for an Acquisition Analyst to support the Walter Reed Army Institute of Research (WRAIR). WRAIR has historically processed approximately 300 contracts and assistance actions per year, with a total annual average value of approximately $138 Million. This individual will provide acquisition management support services to include researching historical contract information, recommending contract strategies, and developing procurement packages for contract actions, to include incremental funding actions, option year exercises, contract modifications, and requirements packages for new or follow-on requirements.

Responsibilities

Job Responsibilities:

  • Assists government procurement agencies to define proposals (RFQ) and qualify vendors. Applies knowledge of the defense acquisition process to support customers in the analysis and improvement of acquisition process policy and procedures. Assists with strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation. Uses quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.

  • Supports acquisition planning for WRAIR’s Research Program Office

  • Develops/writes requirements packages in collaboration with requirement owners.

  • Assists with strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation.

  • Coordinates with appropriate action owners to track progress on package development.

  • Supports any high-level strategic direction data-call requests for performance measures, trending analysis, metrics, and change requests serving program objectives while maintaining the currency and accuracy of collected data.

Qualifications

Minimum Qualifications:

  • Bachelor’s degree or equivalent specialized experience

  • Eligible to obtain Public Trust Clearance

  • At least one year of direct experience with government contracts (e.g., reading, writing, reviewing, proposing, managing). Experience with DoD contracting in a Research and Development (R&D) setting is perferred, with an understanding of the Federal Acquisitions Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).

  • Demonstrated experience managing and mitigating stakeholder expectations in a deadline driven environment.

  • Experience with briefing leadership and demonstrated ability developing effective professional and interpersonal relationships with peers and colleagues across multiple functional groups and external partners.

  • Demonstrated ability to work independently and balance responsibilities among assigned activities, including the ability to manage transitions effectively from task to task, and proven adaptability to varying customer needs.

  • Ability to read and interpret scientific and technical requirements without having background/experience in the specific subject matter being contracted by asking relevant questions to end users to clarify requirements.

  • Ability to perform research across various platforms to identify procurement solutions (e.g., potential contract vehicles, vendors, products, and services) to meet user needs while ensuring compliance with regulatory requirements.

  • High attention to detail with strong verbal and written communication skills and extensive experience using Adobe and Microsoft Word and Excel.

Desired Qualifications:

  • Defense Acquisition University (DAU) ACQ 1010 certification, DAU CLC 222 certification, or Equivalent

  • Familiarity with various Government contract vehicles, to include Indefinite Quantity/Indefinite Quantity (IDIQs); Blanket Purchase Agreements (BPAs); Multi-Agency Contracts (MACs)/Multiple Award Schedules (MAS)/Government Wide Acquisition Contracts (GWACs) (e.g., GSA, CHESS, OASIS, NASA SEWP); and stand-alone contracts and purchase orders.

  • Experience drafting requirements package documents (e.g., Performance Work Statements (PWSs), Statements of Work (SOWs), Market Research, and Independent Government Estimates (IGEs).

  • Experience performing data management activities such as using and improving data tools (e.g., spreadsheets, databases, dashboards), converting data into reports for trending and forecasting, integrating and consolidating data, data visualization, version control, and data validation to identify discrepancies.

  • Experience with Outlook, Teams, OneNote, and SharePoint preferred.
