Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a EMERGENCY MANAGEMENT SPECIALIST, Position Description Number D2224P01 and is part of the HI 154 CES, National Guard. LOCATION: 154th Civil Engineering Squadron, Hawaii Air National Guard, Joint Base Pearl Harbor-Hickam, Hawaii Responsibilities SUMMARY OF DUTIES: The purpose of this position is to execute the Emergency Management (EM), Chemical Biological Radiological Nuclear (CBRN), and Hazardous Material (HAZMAT) emergency response, logistics, and training programs. The position develops, manages, and executes the EM programs, ensuring all military, civilian and contract personnel are trained and equipped to support home station and worldwide contingency operations. Assists in the development and coordination of plans and procedures for implementation and execution of the Installation Emergency Management Plan (IEMP 10-2). Assists in conducting initial/recurring training for functional areas of EM. Maintains Emergency Management response equipment, training resources, and supply inventories. Collaborates with on and off-base units and agencies, on EM programs, policies, and procedures. Serves as a CBRN Response team member. Executes established plans and procedures for emergency response actions. Performs other duties as assigned. Ensure that the Questionnaire is completed on Application Manager. SPECIALIZED EXPERIENCE: Must have 1 year equivalent to at least GS-7. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. CONDITIONS OF EMPLOYMENT & NOTES: 1. Positions covered by this PD must be reviewed for proper "Testing Designated Position (TDP)" coding to comply with the AF Civilian Drug Demand Reduction Program (AFI 44-107). 2. Position is required to maintain classified documents; therefore, requires a security clearance. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Education EDUCATION REQUIREMENTS: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related ADDITIONAL QUALIFICATION REQUIREMENTS: Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test. Normal color vision as defined in Air Force Medical Examinations and Standards. No record of claustrophobia or claustrophobic tendencies. Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Air Force Vehicle Operations Directives. Military Specialty requires routine access to Secret material or similar environment. For award and retention of military skills, must complete a current National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable Air Force Personnel Security Program Management. Must possess and maintain a security clearance. To maintain the position - The incumbent must have a current Network License according to Air Force Directives, Licensing Network Users and Certifying Network Professionals.
