Job Description of District Operations Manager

 

Summary: The District Operations Manager is responsible for the overall management, coordination and administration of the Highland SWCD, including management functions, planning, Education and Community Outreach, Financial responsibilities, Technical Assistance and other duties that meet the objectives set forth by the Board of Supervisors as described in the Annual Plan of Work and the Long Range Plan.

Responsible to manage and develop all Highland SWCD programs and reports directly to the Board of Supervisors.

Be familiar with the contents of the Supervisors Handbook and the SWCD Administrative Procedures Guide.

Work closely with the Board of Supervisors to develop and carryout the Annual Plan of Work and the Long Range Plan.

Ensure that all policies and procedures are properly followed and meet the short and long term goals and objectives of Highland SWCD.

Analyze the workload and programs periodically and coordinate any changes needed to meet the priorities of the Highland SWCD.

Understand the working agreements between the Highland SWCD, the ODA Division of Soil and Water Conservation and the Natural Resources Conservation Service (NRCS) to ensure that the District is in compliance.

Coordinate schedules and workload responsibilities of the District Employees as instructed by the Board of Supervisor.

Organize annual evaluation packets and provide any other information as directed by the Board of Supervisors to assist them in conducting the employee's evaluations.

Responsible for all pertinent reporting into Beehive for time keeping and accountability.

Generate monthly and quarterly reports on activities for the Board of Supervisors as needed.

Assume responsibility for initially approving timesheets in Beehive and leave time for all District employees.

Conduct annual reviews with the Board of Supervisors and the District Staff on the District's policies and procedures, employment policy, Ohio ethics law, job descriptions and inventory list.

Work with the HR Department to ensure new employees are enrolled in Public Employees Retirement System within 30 days of their employment.

Work closely with the County on keeping up on Worker's Compensation laws and inform the District employees.

Prepare District Board meeting notices and agenda's monthly and submit to the Board members prior to the meeting.

Attend all meetings and record minutes of all regular and special Board meetings.

Ensure that the Board of Supervisors are made aware of all events concerning them prior to the event taking place and handle any correspondence needed.

Attend events/meetings during and after work hours as directed by the Board of Supervisors to carry out the objectives of the District.

Maintain updated knowledge of programs and new initiatives as they arise and develop proposals as appropriate.

Develop and maintain relationships with public officials, and other community and state leaders. Schedule meetings with them as directed by the Board of Supervisors.

Provide general supervision of the District employees and report directly to the Board of Supervisors on any issues that need to be addressed.

Develop and provide leadership that advocates a team environment; establish and maintain effective communication avenues between the staff, the Board of Supervisors and partners.

Anticipate and maintain the office supplies and equipment needed for the District.

Maintain a filing system for all pertinent District documents and materials as outlined in the records retention file.
