Description

Samantha Younes with Robert Half is looking for a seasoned HR Director to join our team based in Hillsboro, Oregon. You will be leading the strategic planning and implementation of programs within our Homeless Services division, collaborating with internal and external partners to drive organizational outcomes. This role also involves leveraging data to inform decision making and managing the financial aspects of homeless programs.

Responsibilities:

• Guide the strategy for the Program Implementation Branch of the Homeless Services division, aligning with the wider goals of the department.

• Collaborate closely with the Business Operations Branch to utilize data for decision making, performance target setting, key performance indicator formulation, and financial management.

• Work in partnership with the Strategic Initiatives and Relations branch to provide content and discussion points for advisory bodies.

• Develop strategies to support the ongoing development of partnering service providers, including procedures that support data, financial, training, and reporting activities.

• Oversee program implementation and assess the quality of all programs within the Homeless Services Division.

• Formulate, analyze, and review program operations, implementing recommendations to increase effectiveness.

• Prepare program reports for presentation to funders and stakeholders.

• Collaborate with staff leadership in Multnomah and Clackamas County to develop joint opportunities for contracting and strategic alignment of equity-based policies, programs, and procedures.

Skills Required:

• Proficiency in ADP - Financial Services and ADP Workforce Now

• Familiarity with ATS - Asynchronous Transfer Mode, HCM, and HRMS

• Understanding of Benefit Functions

• Excellent Communication skills

• Compliance management

• Experience in dealing with C-Suite

• Proficiency in Employee Relations

Requirements • Minimum of a Bachelor's degree in Human Resources or a related field

• Proven experience in a similar HR leadership role

• Proficiency in ADP - Financial Services and ADP Workforce Now

• Familiarity with ATS - Asynchronous Transfer Mode

• Knowledge of HCM and HRMS software

• Experience in managing benefit functions within a company

• Exceptional communication and interpersonal skills

• Solid understanding of legal HR compliance issues

• Experience in liaising with C-Suite executives

• Proven ability to manage and resolve employee relations issues.
