Program Summary KBR supports the operational needs of U.S. armed forces at Morón Air Base in Spain and Turkey. Our services ensure smooth operations, allowing Air Force and government personnel to focus on their missions. We provide program management, civil engineering, morale, welfare, and recreation support, among other essential services. Awarded by the Air Force Installation Contracting Center, our contract spans a five-year base period with three one-year options, reflecting our commitment to excellence and operational support.

Job SummaryAs the Director of Civil Engineering (DCE), you will oversee and manage multi-functional work groups inclusive of an Installation Management, Operations, and Engineering department. You are ultimately responsible for creating functional strategies and implementing specific measurable objectives for the sub-functions that exist under each work group. The DCE holds bottom-line accountability, ensuring that there are achievable procedures in place that support the on-time delivery KBR business requirements and Air Force PWS requirements. The DCE is the principal component in the monitoring of quality control and safety policies that are in line with KBRs ethos. Critical to your success in this position is the ability to deconflict competing priorities, efficiently and effectively multitask various KBR and Air Force requirements and strategically manage the execution of new and existing critical projects in support of the United States government.

Roles and Responsibilities

  • Provide strategic guidance, advice, consulting services and staff coordination for all Air Force Civil Engineering (CE) matters specific to requirements identification, program development, design and construction (D&C), operations and maintenance (O&M), environmental, and real property matters.

  • Respond to all inquiries from the United States government personnel concerning any aspect of (CE) operations.

  • Oversee the integration of the Installation Management, Engineering, and Operations departments and the restructuring of the sub-functions that exist within each department

  • Submit data for the preparation of annual USAFE CE awards, Installation Excellence awards, KBR awards, and other award submission packages.

  • Provide required measurable and achievable training in-line with KBR and USG policies that supports a qualified work force and ensures compliance on CE related inspections.

  • Monitor and control the completion of internal AF and KBR self-inspections, Management Internal Control Tool Set (MICT) directed self-inspections, Unit Effectiveness Inspection (UEI), Nuclear Surety Inspections (NSIs) , Environmental Management System (EMS) Audits, and Staff Assistance Visits (SAVs). Employ a sustainable asset management program by leveraging Asset Management Plans (AMP) and Sub-AMP programs for Operations, Engineering, and Installation Management departments.

  • Provide briefing and status updates to KBR senior leadership as required.

  • Develop and implement strategies to optimize the use of available resources and improve project efficiency.

Basic Qualifications

  • US Citizen.

  • US Secret Security Clearance.

  • 10 years (five of the ten years in supervision) experience in engineering design, construction, maintenance, repair, operation of major real property facilities, facilities programming and planning, and the formulation, coordination, and administration of civil engineering plans and programs.

  • Previous USAF installation- level working experience.

  • Bachelor’s or higher degree from an Engineering ABET accredited college or university in the study of Engineering or Architecture or approved equivalent.

  • Knowledge of Air Force 32 series directives and publications, United States Air Force (USAF) CE playbooks, and USAF HHQ guidance and mandates.

  • Proven track record of leading and managing engineering teams.

  • Experience in building, mentoring, and retaining high-performing engineering teams.

  • Demonstrated ability to manage multiple complex projects simultaneously.

  • Strong verbal and written communication skills.

  • Proven ability to work collaboratively with cross-functional teams, including product management, sales, and marketing.

  • Ability to align engineering goals with the company’s strategic objectives.

Preferred Qualifications

  • Registered Professional Engineer

  • Proficiency in using project management tools and methodologies (e.g., Agile, Scrum).

  • Strong background in engineering with a focus on specific domains relevant to the Air Force products or services.

  • Advanced degree in Engineering, Computer Science, or other related fields.
