The primary purpose of this position is to provide a combination of knowledge and skills at the craftsman level in heating, ventilation, air conditioning and refrigeration (HVAC/R) and industrial controls in order to install, maintain, repair, and modify a variety of large and complex mechanical systems. Responsibilities - Plans, lays out, installs, maintains, and repairs a variety of large complex commercial and industrial HVAC systems and supporting equipment used to condition air in offices, computer vaults, malls, centers, dormitories, warehouses, shops, maintenance hangars, hospitals, dining facilities, restaurants, and large office buildings to include a variety of domestic and commercial refrigeration and air conditioning units, systems and supporting equipment used to condition areas and to cool equipment. - Installs, modifies, overhauls, repairs, and maintains a variety of complex heating boilers and/or heating systems, single and multiple fuel power boilers, and associated auxiliary and pollution control equipment. - Installs, overhauls, repairs, fabricates, and/or modifies various types of electronically controlled industrial equipment characterized by moderate complexity of design, construction, and function. - Plans and lays out work from blue prints,sketches, drawings, electrical and electronic block diagrams, wiring diagrams, schematics, specifications, guides, codes, work orders, and technical orders. - Utilizes safety practices and procedures following established rules and regulations to maintain a safe and clean work environment. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is the ability to do the work of a HVAC/R EQUIPMENT MECHANIC without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles and theories of air conditioning and refrigeration and properties of refrigerants; mechanical, electromechanical, and pneumatic principles to inspect, install, test, maintain, and repair power boilers and associated auxiliary and pollution control equipment; and the construction and operation of a variety of large industrial and commercial refrigeration and A/C systems. 2. Knowledge of electronic theory and circuits and basic logic circuits for power, timing, and motion controls, indicating and counting mechanisms, similar devices and a variety of technical data, such as schematics, diagrams, and technical orders relating to the electronics trade. 3. Knowledge of safety, environmental, and security regulations, practices, and procedures; regulations, procedures, and policies related to records maintenance and documentation to include Refrigerant Compliance Management program. 4. Skill in dismantling, repairing, and reassembling pumps, impellers, compressors, chillers, receivers, and evaporators to include balancing, aligning, and maintaining turbines, pumps, generators, and preheaters. 5. Skill in the use of hand and power tools of the electronics trade to include a variety of electronic, electrical, or electromechanical test and measurement equipment. 6. Ability to read and interpret instructions, specifications, etc. (including blueprints, schematics, drawings, and sketches). Ability to communicate effectively, both orally and in writing. PHYSICAL EFFORT: The employee lifts, carries, and handles equipment up to 50 pounds unassisted and over 50 pounds with assistance. Works from ladders, scaffolding platforms, or cramped areas where equipment, parts, or tools are hard to reach. Work requires frequent stooping, stretching, bending, kneeling, and working in tiring, uncomfortable positions for long periods. In addition, work involves frequent movement and maneuvering of large, heavy equipment using hoists, holders, and pulleys as required. WORKING CONDITIONS: The employee works indoors and outdoors, on elevated structures, and in cramped areas. Subject to discomfort from face masks or other protective devices when there is a possibility of exposure to toxic refrigerants, chemicals, heat, steam, noise, noxious gases, fumes or acids. Occasionally works outside, on top of buildings, in drafty attic spaces, and in cramped areas with low overheads. Works near moving parts of equipment and machinery, energized electrical circuits, sharp metal edges, loud noises, and toxic fumes, which could cause cuts, burns, bruises, strains, electrical shocks, chemical irritations and respiratory ailments. May be subject to sudden and frequent temperature changes. To reduce dangers from these and other similar situations, follows prescribed safety practices and uses safety equipment, such as safety glasses, hard-toe shoes, respirators, hard hats, and fire retardant gloves. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
