U.S. Army Corps of Engineers Program Manager (Multi-Purpose Operations Project) in Kahlotus, Washington

Summary About the Position: This position is located at Lower Monumental Lock & Dam which is located on the Lower Snake River near the rural community of Kahlotus, WA. The Walla Walla District US Army Corps of Engineers is comprised of motivated and talented employees providing the very best engineering services for communities in the Pacific Northwest. Responsibilities Exercises administration and technical supervision over approximately 75 employees. Responsible for all aspects of personnel management. Promotes team-building and improves business practices. Manages the operation, maintenance and security of a hydroelectric power plant, spillway, navigation lock and appurtenant structures. Responsible for a yearly routine Operation and Maintenance budget of approximately $12 million dollars. Establishes multi-year strategic plans and project budget proposals. Responsible for identifying, analyzing, and resolving operational and/or engineering issues. Supervises the preparation of technical reports, studies, decision documents and project budgets. Oversees budget management of multiple complex funding sources. Represents the Corps of Engineers during fact-finding tours and briefings to other federal agencies, special interest groups, regional stakeholders, congressional visitors. Works to increase fish survival through the Snake/Columbia River system. Represents management working with union officials to adhere to the collective bargaining agreement. Specialized Experience: One year of specialized experience which includes experience in the operation and maintenance of a large multi-use industrial manufacturing facility OR energy production facility OR a multipurpose water management project which could include flood control, navigation, environmental and/or recreational uses; AND experience in the development and execution of an annual operating budget. You will be evaluated on the basis of your level of competency in the following areas: Communications Facilities & Infrastructure Financial Management Analysis Leadership Program/Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
