Description
The Human Resources Compliance Manager is responsible for leading enterprise-wide employment compliance. This position will be responsible for the development, implementation, and management of a comprehensive employment compliance program supporting the Burns & McDonnell family of companies. This role will sit onsite at our Corporate World Headquarters in Kansas City, Missouri. This position is not eligible for hybrid or remote.
Develop and implement an enterprise-wide comprehensive human resources compliance program that encompasses all functional areas of human resources and includes all locations within the Burns & McDonnell family of companies.
Review enterprise-wide employment practices to ensure compliance with all legislation impacting employment.
Serve as a subject matter expert working closely with all functional areas of Human Resources to ensure compliance with employment legislation. This includes Talent Acquisition, Talent Management & Development, and Total Rewards.
Develop and implement enterprise-wide internal auditing procedures. Conduct internal audits and assessments to identify potential areas of non-compliance and implement appropriate corrective actions.
Report to leadership on compliance status, proposed improvements, and impending legislative changes. Prepare data and analytics to measure impacts of compliance requirements, including pending and/or proposed changes.
Lead and/or support compliance projects and/or initiatives by providing guidance on human resources policy and compliance requirements.
Provide proposal response support to projects.
Manage all required human resources audit requests.
Collaborate on diversity, equity, and inclusion initiatives.
Collaborate with cross-functional teams to develop, update, and maintain employment policies.
Collaborate with subsidiaries to ensure company policies are globalized and localized properly to meet compliance requirements.
Proactively monitor proposed, amended and newly enacted legislation, regulations and guidelines which impact human resources and update policies and procedures to remain compliant.
Partner with legal counsel to develop, maintain, and oversee annual affirmative action plans, including disseminating information, establishing goals and monitoring progress.
Develop and implement reporting and audit procedures to assess the effectiveness of the company’s EEO and affirmative action programs.
Identify potential areas for improvement and collaborate with management to increase effectiveness.
Manage company response to external EEO-related audits and compliance reviews.
Provide guidance and communication regarding rights and company obligations under EEO laws.
Manage required reporting (EEO-1, VETS, etc.).
Serve as a consultant to the business on federal contractor obligations impacting human resources.
Partner with legal counsel to review employment law compliance in entities located outside of the US.
Manage state, county, city and other affirmative action and/or EEO reporting requirements to ensure continued compliance in support of new and ongoing project work.
Develop, implement, and maintain training programs on compliance-related topics (EEO, Immigration, Non-Discrimination, Anti-Harassment, Affirmative Action, etc.).
Serve as a consultant to the business and internal HR team on job description requirements, including exemption status determination, EEO categories, job groups and alignment with internal job architecture standards.
Review all new job descriptions for compliance with internal and external requirements.
Develop and implement enterprise-wide job description and exemption status internal auditing procedure.
Provide oversight and management of background screening process.
Manage background screening vendor relationship.
Serve as a consultant to the business on background screening process, requirements, and procedures.
Provide oversight and management of required labor law postings.
Develop and implement enterprise-wide labor law poster internal auditing procedure.
Responsible for the recruitment, development, training, and retention of staff.
Responsible for conducting performance evaluations for department staff.
Provide leadership, guidance, and instruction to the department.
Responsible for interpreting the organization's policies, purposes, and goals to staff.
Responsible for overall QA/QC process adherence.
Enforce compliance with company and site safety policies.
Responsible for diversity initiatives.
Performs other duties as assigned.

Qualifications
Bachelor Degree in Business Administration, Human Resources or related field and 8 years experience in Human Resources compliance required
Previous program management experience preferred.
Previous management experience preferred.
Previous experience in the A/E/C industry preferred.
Demonstrated knowledge of federal, multi-state and local EEO regulations, employment laws, and multi-functional HR practices.
Experience managing compliance programs for U.S. federal contractors.
Experience working at a global organization on human resources compliance and equal employment opportunity programs.
Demonstrated ability to develop cross-functional relationships to help drive results.
Ability to think critically and strategically to solve problems with practical solutions.
Ability to coordinate, prioritize, and balance multiple issues and assignments simultaneously.
Previous experience building and maintaining productive and positive relationships with internal stakeholders, legal counsel, and enforcement agencies.
Strong research and analytical skills.
Excellent written and verbal communication skills.
