The primary purpose of this position is: To serve in a headquarters senior program analyst, project manager, technical authority, and lead project facilitator for Air Force-wide Management Engineering, Process Improvement (PI) and Continuous Process Improvement (CPI) initiatives, studies, and projects. Oversees and advocates AFMAA projects and programs at HQ USAF level. Responsibilities Air Force Management Engineering Program (MEP) Subject Matter Expert (SME) responsible to lead, manage, plan and advise on Air Force Management Engineering (ME) and Air Force Continuous Process Improvement (CPI/PI), and related training development projects. Serves as the senior project analyst, responsible to quickly understand issues and data challenges. Serves as the Senior Data Analyst for enterprise level projects. Identifies, communicates, and endeavors to resolve data gaps that impact the fulfillment of the Air Force mission areas and functional requirements. Responsible to build and operationalize processes that ensure timely data-loading and maintain accuracy and relevance of data used to determine Air Force manpower requirements, improve AF processes, and perform training and professional development activities. Researches and investigates new or improved business, management, and professional development practices for application to Air Force-wide programs or operations. As senior program analyst provides responses to or for senior Air Force leaders and the Air Force Corporate Structure using expert management advisory services and executive-level advice and policy interpretation to command and other subordinate organizations. Represents the agency in meetings, conferences, and senior-level forums as an expert consultant and advisor. Furnishes highly advanced technical guidance, executive-level information, and advice to top-level HAF administrative and technical personnel, other government agencies, and outside organizations. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes an expert understanding of a wide range of qualitative or quantitative methods to improve complex management processes and systems or program effectiveness. Comprehensive knowledge of military structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of qualitative and quantitative manpower resource management techniques to apply management engineering principles, concepts, methodologies, guidance, and organization principles to direct or perform difficult requirements determination studies or projects and make informed executive-level recommendations and decisions relating to those efforts. 2. Comprehensive knowledge of management engineering program goals and objectives, and how to leverage them to support continuous process improvement and the most effective use of military resources. 3. Comprehensive knowledge of long-range doctrine, joint vision, and strategic planning goals and objectives and of agency missions, goals, and objectives, and sequence and timing of operations such as deployment and mobilization, sufficient to understand wartime, as well as peacetime, manpower policies. 4. Skill in planning, organizing, coordinating, and directing various complex projects in areas of responsibility. 5. Expert ability to gather, assemble, and analyze complex data and facts, conduct analysis, draw conclusions, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. 6. Demonstrated ability to communicate effectively both orally and in writing; present, negotiate, and defend complex, sometimes controversial advice, positions, and issues; and gain cooperation from others through technical competence, tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
