POSITION SUMMARY: On site responsibility for all aspects of program operations for the designated day service. Assures balance between rehabilitation needs of consumers and production demands. Responsible for hiring and disciplinary actions of staff, effective fiscal management, and inter facing with internal and external agencies and funding sources. Participates in cooperative relationship with Elwyn Industries to assure appropriate balance of contract work. DUTIES AND RESPONSIBILITIES: Manages all aspects of daily operations of assigned day program(s) assuring daily balance of production and rehabilitation needs Recommends program improvements to the Director Supervises and ensures appropriate in-service training to all staff Implements all procedures regarding record keeping for consumers ensuring that Program Specialist and Training Instructors complete and file consumer file documentation as required Maintains all files on staff regarding required training, disciplinary actions, commendations, evaluations and any other pertinent information Oversees the development and implementation of all program plans and behavioral programming Develops and implements program activities for maximum social, academic, vocational/volunteer and community inclusion opportunities for consumers Ensures appropriate personal and physical care for consumers is provided Participates in the interdisciplinary team approach to ensure quality programming assisting with situations outside the scope of the Program Specialist Knows and adheres to federal, state and county regulations and any other local regulations Develops and nurtures relationships with the consumer, families and/or care givers in order to best meet the programming needs of the consumer Develops and nurtures relationships with outside social service agencies and funding sources in order to provide the best collaborative supports including increasing level of funding when needed Assists in the development of plans of correction in response to licensing and other audit reports Monitors methods of ongoing quality assurance regarding compliance with all licensure, certification and other standards Works cooperatively with other Elwyn management staff to meet overall Elwyn objectives Assures compliance with all personnel policies Works closely with team and supervisor regarding program concerns Actively participates in teams, committees or special projects as directed by supervisor Oversees all consultant and temporary agency resources including scheduling coverage and staying within budgetary guidelines Leads key personnel functions including recruitment, hiring, performance management, training, discipline and discharge practices and functions Maintains efficient operation within budget guidelines and provides input to budget process Evaluates services to determine their fit to consumer needs and expected model Regularly encourages feedback from staff and utilizes this feedback to improve services Maintain effective communication between management and staff regarding any changes in policy or procedure Perform the duties of the Program Specialist as needed Performs other duties as assigned IMMEDIATE SUPERVISOR: Director of Pennsylvania Work Centers DIRECT REPORTS: Production Manager, Office Manager and Program Specialist CONTACTS:  Consumers, Elwyn personnel, funding sources, licensing agencies, social service agencies, families, primary care providers, county representatives, advocates and contracted consultants. EDUCATION/EXPERIENCE/SKILLS REQUIREMENTS: Must possess one of the following combinations of education and experience:

Master's degree or above from an accredited college or university in Special Education, Psychology, Public Health, Rehabilitation, Social Work, Speech Pathology, Audiology, Occupational Therapy, Therapeutic Recreation or other human services field and one (1) year of work experie ce with persons with disabilities Bachelor's degree from an accredited college or university in Special Education, Psychology, Public Health, Rehabilitation, Social Work, Speech Pathology, Audiology, Occupational Therapy, Therapeutic Recreation or other human services field; and two (2) years' experience working directly with disabled persons Associate's degree or completion of a 2 year program from an accredited college or university in Special Education, Psychology, Public Health, Rehabilitation, Social Work, Speech Pathology, Audiology, Occupational Therapy, Therapeutic Recreation or other human services field; and four (4) years' experience working directly with disabled persons. License or certification by the State Board of Nurse Examiners, the State Board of Physical Therapists Examiners, or the Committee on Rehabilitation Counselor Certification or be a licensed psychologist or registered occupational therapist; and one (1) year experience working directly with disabled persons One (1) year's supervisory experience Knowledge and experience in program design and development preferred Working knowledge of fiscal management and production procedures Demonstrated ability to work effectively as part of a team Must be able to perform CPR and crisis intervention techniques using agency-trained protocols Must possess excellent customer interaction, collaboration, presentation, and written and verbal communication skills Demonstrated basic experience with Microsoft Office applications, including Word, Excel, and Outlook Must have current, valid driver's license in state of residence, three (3) years driving experience in the United States, and acceptable driving record Demonstrated ability to perform all duties in an independent manner with little or no need for direct supervision Demonstrated creativity in developing solutions to program problems Demonstrated ability to motivate others Demonstrated ability to give constructive criticism Demonstrated ability to adapt to change in workload Good organizational skills Knowledge of PA Code 2380 and 2390 regulations preferred PHYSICAL DEMANDS/ENVIRONMENTAL PROFILE: Professional appearance; high degree of visibility and use of communicative skills and the ability to alter working hours as needed.
