Summary The incumbent serves as a Supervisory Program Specialist, Environment of Care Coordinator Specialist, in the Sanitation Section of Environmental Management Service. This position is located at the Veterans Affairs Health Care System in Lexington, KY. The incumbent is responsible for all Environment of Care (EOC) rounds both internal and external documenting deficiencies, corrections, tracks and report findings. Responsibilities Duties include, but may not be limited to the following: Develops contract specifications, evaluates technical proposals for solicitations to determine competitive range, certifies work is completed in accordance with state, local, and federal regulations as well as contract terms. Leads contract agreements and amendments by frequently communicating with contracting officers and vendors. Acts as a Contracting Officers Representative (COR) overseeing numerous contracts for the Environmental Management Service. Accompanies inspectors on walk-through evaluations of the cleanliness of the facility answering questions and recommending innovative methods and equipment used to clean and sanitize. Inspects exam rooms, corridors, stairways, laboratories and all administrative areas for cleanliness and conducts quality insurance inspections. Advises the supervisors of deficiencies and ensures that they are corrected through follow-up inspections. Utilizes extensive working knowledge of the legislation regulations, and methods used in contracting; and knowledge of business and industry practices, sources of supply, cost factors, and requirements. Directs projects within EMS operations providing general supervision over the facility answering questions and recommending innovative methods and equipment used to clean and sanitize. Participates in the planning, coordinating, and directing of day-to-day project management and performs designated administrative and supervisory functions which assist the Assistant Chief in carrying out the responsibilities of his/her office. Participates in the administrative functions to include preparation of reports and answering correspondence from other services Performs administrative duties to include disciplinary actions, performance appraisals, competencies, review time and attendance, linen inventories, and inspections specifications. Identifies and recommends cleaning products based on interpretation of usage instructions and chemical specifications. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/23/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization Examples of specialized experience would typically include, but are not limited to: knowledge of the guidelines, regulations, and procedures associated with compliance inquiries, including application of compliance rules and criteria and ability to make appropriate decisions and issue citations, fines, or orders. Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Ability to meet deadline dates under pressure OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. Physical Requirements: The work is primarily sedentary and is usually accomplished while seated at a desk or table, typically in an adequately lighted and climate controlled office. Some standing, walking, bending and lifting (up to 40 lbs.) is required. Physical exertions including stretching, reaching and pulling or pushing cares occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
