Job Description:

The Lima HSE Team is in need of a HSE Specialist that can actively observe and provide feedback/coaching to project teams regarding daily task hazard plans, safe work practices, risky behaviors, etc. HSE specialist must maintain field presence and perform field observations. The candidate must be able to to assist/lead orientations, trainings, and reporting obligations. The candidate must be local to the Lima area, and will report to the HSE Lead at the site.

• Maintain an intermediate scope working knowledge of Company specific Health, Safety & Environmental (HSE) standards, programs and goals by learning and applying HSE procedures as established by the Company on a project site or in an office through training

• Confirm project site adheres to Company and regulatory HSE standards and guidelines

• Promote and foster HSE standards and goals with programs throughout the Company and/or project to confirm a safe and productive work environment

• Conduct surveys, audits, evaluations, inspections, and investigations of moderate scope incidents and activities to monitor and track HSE standards, programs and goals including project environmental data collection and documentation

• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies

• Continuously seeks ways to improve Fluor Site Safety Program. Provide a “Zero Accidents” environment and culture.

• Provide an effective, comprehensive safety program collectively used across the site designed to protect the health and welfare of the Fluor Construction organization.

• Establish and maintain an effective Safety Orientation Program. Ensure all new hires and visitors have been properly orientated.

• Implement an effective and all-inclusive site safety-training program. Maintain appropriate training records.

• Own, clearly understand and maintain site substance abuse and chemical screening policy.

• Understand new and existing state government rules and regulations having impact in the construction safety area. Stay involved with the client Safety Network and other safety organizations to aid in the understanding and impact of new laws and regulations.

• Identify gaps and develop programs and communication techniques to address inadequacies.

• Schedule safety audits as dictated by client and Fluor guidelines. Prepare documentation and files to secure favorable safety audit results.

• Prepare for and participate in KEA, CSA, and other audits as required. Prepare and maintain documentation as required to achieve successful audit results.

• Maintain communication and reporting requirements regarding safe effort hours, near misses, first aid incidents, etc. Ensure reports are completed each month for the site scorecard, and others as may be required.

• Ensure contractors meet contractual requirements and all agreements are being met regarding safety deliverables. I.E., training, BOS, first aid supplies, assured grounding, ladder inspections, OSHA Logs, etc.

• Visibility in the field. Make frequent and daily walks in the field to review, monitor and evaluate safety performance and compliance to site safety rules. Ensure specific requirements and procedures are met.

• Document all changes in site safety program; communicate changes in a timely, most efficient manner. Maintain a complete and orderly filing system.

• Confront unsafe behavior. Resolve all unsafe practices, issues, and conflicts in a timely manner. If necessary, bring infractions to the attention of contractor supervision, specific construction manager, or management as required. Request payment is withheld from contractors, if necessary, in order to correct deficiencies.

• Coordinate with client and contractors to ensure the site safety program in its entirety is understood, followed, and practiced.

• Conduct post-accident and incident investigations. Maintain and publish results as required. Protect collected data.

• Attend contractors gang box safety meetings to ensure the site safety topics: issues and awareness are properly communicated to the field.

• Create a positive working relationship and involve other in working collectively toward goals and resolution of conflict. Foster a sense of collaboration among team members.

• Participate in the procurement bidding process from a safety perspective.

• Always seek out, implement, and report savings opportunities. Participate in construction savings programs.
