SPA assists the Defense Threat Reduction Agency (DTRA) in developing leading edge technologies to counter WMD in support of CCMDs and transitioning these technologies to services and SOCOM. SPA provides expertise across the full range of chemical, biological, radiological, nuclear and high-yield explosives (CBRNE) WMD, Counter Improvised Threat(CIT) and Countering Threat Network (CTN) technologies to support understanding, detection, identification, characterization, denial, control, disabling, defeating, disposing, safeguarding the force, managing consequences, and test and evaluation in support of military and civilian operations.
Systems Planning and Analysis has an immediate need for a Security and Technical Review Analyst.
Provides subject matter expertise in safeguarding high-value WMD/CWMD (Chemical, Biological, Radiological and Nuclear) technical information. Reviews technical content in agency documents and data and implements policies, procedures, standards, training, and methods for identifying and protecting agency classified/sensitive information from unauthorized disclosure in accordance with DoD or other relevant security classification guidance. Coordinates with offices, both internal and external, to protect the equities of stakeholders whose technical information is involved in the agency’s day-to-day operations. Reviews classification guidance generated for new or ongoing programs to ensure that specific and correct guidance is available to customers. Ensures even application of standards by reviewing information and documents scheduled for release outside the agency and to various customers. Coordinates with scientific, technical, and other subject-matter specialists to assess the classification level appropriate to information sensitivity Consults with appropriate officials to determine whether a proposed classification level is too high or too low. Reviews classification and declassification decisions rendered by DTRA subject matter experts to ensure decisions are in compliance with national security standards
Required:
Bachelor's degree in Science, Engineering or significant experience in a technical field preferably relating to CBRNE or the CWMD mission
3-5 years of experience in an engineering, scientific, technical or analytic position
Experience using Security Classification Guides (SCGs) to make technical classification decisions
Knowledge of the derivative classification process
Active DoD Secret with ability to obtain Top Secret Clearance with SCI eligibility and maintain during time of employment
Desired:
Knowledge of CUI implementation (e.g. categories, markings, etc.)
Export Control Experience – knowledge of the CCL and USML and what they are used for
Experience working with the derivative classification process
Experience with or knowledge of prepublication security reviews
Experience or knowledge of patent security reviews.
Experience with or knowledge of security review relating to solicitation processes (e.g. requirements, BAAs, Source Selection Plans, SBIR/STTR, etc.)
Knowledge of science and technology (S&T) efforts that contribute to the development of Counter Weapons of Mass Destruction (CWMD) capabilities
Working knowledge of chemical, biological, radiological, nuclear and/or explosive (CBRNE) threats
Knowledge of models, simulations and data that could be used in understanding WMD threats and potential effects
DOE/DoD Training (DoD’s Nuke Weapons Overview/Orientation Course or NWOC or DOE’s Historical Records Restricted Data Reviewers (HRRDR) Course or DOE’s Overview of Nuclear Weapons Classification (OWC) Course).
TS/SCI highly desired
Note: Unless candidate is highly experienced, the expectation is for work to be done on-site at DTRC – very limited telework opportunities during the first year on an as-needed basis (e.g. medical appointments, family illness, etc.)
